State correctional departments are responsible for all medical care incarcerated individuals require. Many systems outsource their medical program. Literature indicates that many of these contracts experience significant issues that negatively impact state resources, including both personnel and money.
This dissertation explores the relationship between prison administrators' motivations and the structure, outcomes, efficiencies, and partner conflicts that arise in the contractual process. Using a framework developed from Incomplete Contract Theory, Contracts as Reference Points Theory and the concept of “essential tension,” this dissertation hypothesizes …

"HB1276 Comprehensive plan; Healthy Communities Strategy" authorizes defined localities to incorporate a healthy communities strategy into the next iteration of their local comprehensive plan and to engage the public in the process. In the absence of a predetermined definition, this report adopts the American Planning Association (APA) guidance as a standard, that a healthy community is a place where “all individuals have access to healthy built, social, economic, and natural environments that give them the opportunity to live their fullest potential regardless of their race, ethnicity, gender, income, age, abilities, or other socially defined circumstance.”1 This report will discuss how …

Through the work of the House and Senate chief patrons: Delegate Delores L McQuinn (HB 142) and Senator George L. Barker (SB 342) changes to the Transit Ridership Incentive Program (TRIP) intended to increase funding to reduce the impact on public transit fares on individuals with low-incomes were signed into law during Virginia’s 2022 legislative session. House Bill (HB 142) and Senate Bill (SB 342) builds on 2020 legislation establishing TRIP to promote improved transit service in urbanized areas 1 of the Commonwealth with a population of more than 100,000 and to reduce barriers to transit use for low-income individuals. …
Evaluating Long-Range Transportation Plans For Mainstreaming Of Climate Adaptation Among Virginia Mpos, Sebastian L. Shetty
Evaluating Long-Range Transportation Plans For Mainstreaming Of Climate Adaptation Among Virginia Mpos, Sebastian L. Shetty
Theses and Dissertations
Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This thesis joins a growing body of research on how our societies must adapt to a changing climate, contributing more evidence on common barriers to adaptation and how they might be overcome. Through an attempt to evaluate the progress made towards mainstreaming, or integrating, climate change concerns into five Virginia MPOs’ long-range transportation plans (LRTPs), this study provides support for prior hypotheses around the potential for MPOs …
Preventing Obesity: A Social Ecological Exploration Of Centers For Disease Control Prevention Strategies And Guidance Toward Healthy Eating, Physical Activity, And Communities, Ryan Kelly
Theses and Dissertations
Abstract
Obesity has reached nearly 40% of the adult public in the United States, costing the citizen taxpayer over $200 billion annually in healthcare costs. Those suffering from obesity deal with multiple physical and mental repercussions. Through a content analysis of four Centers for Disease Control (CDC) documents and guided by the conceptual framework of the social ecological model, this research explores the federal approach to preventing obesity. The analysis finds that CDC solutions to obesity involve connecting people to each other and healthier choices, an orientation toward local public administration, and an emphasis on environmental and infrastructure improvements. The …
State Economic Development: Analyzing The Moderating Effects Of Business Climate On Economic Growth, Sean A. Brazier
State Economic Development: Analyzing The Moderating Effects Of Business Climate On Economic Growth, Sean A. Brazier
Theses and Dissertations
States across the country focus intensely on creating jobs, catalyzing capital investment, and stimulating economic output. They pursue different strategies, mixing and matching a variety of tactics in the pursuit of their economic objectives. While scholars have studied the relationship between economic development tactics and economic growth or business climate and economic growth, none to my knowledge have studied the impact of economic development efforts on economic outcomes while accounting for a state’s business climate.
I found economic development spending to be negatively associated with employment growth (other measures, real gross state product and per capita income growth, were not …
What Happens When Cross-Sector Partnerships Are Mandated? Analyzing Trust Through A Transaction Cost Approach, Vanessa Hubbard Rastberger Dr
What Happens When Cross-Sector Partnerships Are Mandated? Analyzing Trust Through A Transaction Cost Approach, Vanessa Hubbard Rastberger Dr
Theses and Dissertations
Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.
Some partnerships are volitional while others are the results of legal or other mandates. Does this volitional or non-volitional (mandated) status affect how collaboration is perceived? For instance, will collaboration and trust …
Education Support For Foster Care Youth: The Impact Of Federal Spending On Employment Outcomes, Carlisle C. Bates
Education Support For Foster Care Youth: The Impact Of Federal Spending On Employment Outcomes, Carlisle C. Bates
Theses and Dissertations
This study examined the extent to which supportive services funded through the federal John H. Chafee Foster Care Independence Program (CFCP) are associated with academic success and employment in foster care youth. Studies suggest that this group experiences poorer employment outcomes (Gypen, Vanderfaeillie, De Maeyer, Belenger, & Van Holen, 2017; Okpych & Courtney, 2014) and earn less money annually (Gypen et al., 2017; Okpych & Courtney, 2014; Pecora, 2012). Despite a 29.4-billion-dollar annual budget for foster care services, individuals with a foster care history struggle after they transition out of care.
The CFCP is intended to help states improve education …
Environmental Governance For Whom? Examining The Political, Institutional, Fiscal, And Legal Determinants Of State Environmental Agency Budget Policy In The Us, Andrew R. Duggan
Environmental Governance For Whom? Examining The Political, Institutional, Fiscal, And Legal Determinants Of State Environmental Agency Budget Policy In The Us, Andrew R. Duggan
Theses and Dissertations
Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.
Using panel data …
Advocate Or Traditional Bureaucrat: Understanding The Role Of Esl Supervisors In Shaping Local Education Policy Toward Immigrant Communities, Grant E. Rissler
Advocate Or Traditional Bureaucrat: Understanding The Role Of Esl Supervisors In Shaping Local Education Policy Toward Immigrant Communities, Grant E. Rissler
Theses and Dissertations
As recent immigrants seek a productive and dignified life in “new immigrant destinations” that have little historical experience with immigration, public education systems serve a key function in immigrant integration efforts. In a federal system increasingly focused on accountability, a crucial sub-set of education policy and local responsiveness to immigration is English language instruction and services for Limited English Proficient (LEP) students and parents.
In such contexts, the role that local bureaucrats play, and whether they actively represent the interests of the newfound diversity of community members, are crucial questions if strongly held American ideals of social equity and equal …
The Tea Party Versus Planning: A Study Of Tea Party Activism And Its Impact On Local Government Planning, Spencer A. Norman
The Tea Party Versus Planning: A Study Of Tea Party Activism And Its Impact On Local Government Planning, Spencer A. Norman
Theses and Dissertations
The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. The resultant findings show that Tea Party activism is rooted in deep seated ideals about private property rights and individualism. It also reveals that planning processes that increased the amount of public …
A Critical Policy Analysis Of Texas’ Closing The Gaps 2015, Katherine Cumings Mansfield, Stefani Thachik
A Critical Policy Analysis Of Texas’ Closing The Gaps 2015, Katherine Cumings Mansfield, Stefani Thachik
Educational Leadership Publications
This critical policy analysis uses critical race theory to provide a counter narrative to the P-16 initiative in Texas known as Closing the Gaps 2015. Findings indicate that while these reforms aim to increase educational access and achievement for people of color, they fall short of addressing systemic inequities such as enduring segregation and unconstitutional school finance policy. Using Texas as a case study illumines the ways the growing number of P-16 councils throughout the US might adapt and improve policy development and implementation to more adequately address educational inequities across racial, ethnic, and linguistic groups. The article closes …
“I Am Not Free While [Anyone] Is Unfree”: A Proposal And Framework For Enmarginalized Feminist Policy Analysis, Avina Ross
Social Work Student Works
This paper introduces a new feminist approach and framework to policy analysis. As an integration of intersectionality, Black feminist thought and endarkened feminist epistemology, enmarginalized feminist policy analysis (EFPA) offers an intersectional and flexible scope in a framework to assess policy for a diversity of populations, focusing on groups who are forced to live marginal and oppressed lives. Discussion is provided on existing approaches and frameworks in addition to an overview of the theoretical underpinnings of EFPA. A nine-component framework, which includes a section for analyst reflexivity, is provided to guide users in conducting EFPA. The author concludes with implications …
Fear, Funding And Ambiguity: The Policy Dilemmas Of Undocumented Students In Virginia Institutions Of Higher Education, Sybil C. Halloran
Fear, Funding And Ambiguity: The Policy Dilemmas Of Undocumented Students In Virginia Institutions Of Higher Education, Sybil C. Halloran
Theses and Dissertations
Although immigration is considered the responsibility and authority of the federal government, there is no clear federal policy regarding undocumented students and higher education. This leaves the power to regulate undocumented students in higher education to state governments. In Virginia, there is no specific, state-wide policy that addresses undocumented students and admission and enrollment in public higher education. Because of this, policies and practices related to the admission and enrollment of undocumented students are created at the university level. There is, however, state policy in Virginia related to legal immigration status and eligibility for in-state tuition. This creates a complex …
The Growth Of Single-Sex Schools: Federal Policy Meets Local Needs And Interests, Katherine Cumings Mansfield
The Growth Of Single-Sex Schools: Federal Policy Meets Local Needs And Interests, Katherine Cumings Mansfield
Educational Leadership Publications
Changes to Title IX allowing the growth of single-sex schools have garnered media attention promoting the benefits of separating boys and girls. Alternately, civil rights groups such as the ACLU continue to oppose any type of school segregation. Within this context, a private philanthropy, the Foundation for the Education of Young Women (FEYW) has established public-private partnerships with six Texas school districts to open all-girls’ public college prep magnet schools with plans to expand. This multi-year ethno-historical case study explores the meaning making of one community in the FEYW network as it attempts to make sense of federal policy at …
