Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. The Fall 2008 Unl Bike Survey: Examining The Status Of Bicycle Transportation At The Univeristy Of Nebraska-Lincoln, Brent Schmoker

Department of Environmental Studies: Undergraduate Student Theses

This study evaluates the state of bicycle use by University of Nebraska-Lincoln (UNL) students during the fall semester of 2008. An online survey was administered to a random sample of graduate and undergraduate students to determine the factors that encourage and inhibit students from using bikes for transportation to campus. The results suggest that a significant portion of the student population uses bikes for transportation to campus but several factors combine to keep the overall number of bicycle commuters low. The paper concludes with suggestions for increasing bike commuting to UNL and predictions about the future of transportation in the …

The Community Forest Collaborative seeks to expand community ownership and management of forestland in northern New England and has documented the value of community forests both as a community investment strategy and as a component of regional landscape conservation strategies.

Research conducted over the last three years has determined that there needs to be a concerted effort to develop an infrastructure of support communities that want to acquire own and manage forestland. Two principle actions were recommended:

If a hurricane were to hit URI in the upcoming fall semester what would happen? This project is a thorough evaluation of the current URI plan, how it works, how it doesn’t and who has the answers. The project is framed from an information systems perspective. The analysis of the system is based on where vital information is stored, how it is communicated when needed and who is involved. The United States currently faces a nuclear waste crisis. According to a 2002 report by former Secretary of Energy Spencer Abraham, “We have a staggering amount of radioactive waste in this country.”1 The Department of Energy (DOE) estimates that by 2035 the U.S. will have approximately 115,000 metric tons of high-level nuclear waste, which exceeds the capacity of the proposed federal storage site at Yucca Mountain.2 Deciding where and how to store nuclear waste is a significant nuclear, environmental, and health policy issue. This paper offers a macro perspective of the various activities involved in the implementation of e-government through an interpretive analysis of the various e-government-related initiatives undertaken by the Singapore Government. The analysis lead to the identification of four main components in the implementation of e-government, namely (i) information content, (ii) ICT infrastructure, (iii) e-government infostructure, and (iv) e-government promotion. These four components were then conceptually integrated into the e-Government Implementation Framework. Independent Study Project (ISP) Collection

The pending construction of the Changuinola 75 Hydroelectric Project (Chan-75) has sparked significant controversy as the affected communities, national non-governmental organizations (NGO’s) and international NGO’s have protested against the conduct of the project’s promoters, the AES Corporation and supporters, the Panamanian government. Located in the Bosque Protector Palo Seco, a buffer zone to La Amistad International Park, the Chan-75 hydroelectric dam project will have significant consequences for the biodiversity, flora and fauna of the area. The dam will also displace four indigenous Ngöbe communities, a traditionally marginalized and underrepresented group, as well as flooding the farmland of many others. Hydroelectric …
