This thesis explores the poverty alleviation and peace-spoiling power of the mineral extraction sector in the Democratic Republic of the Congo to arrive at a set of strategic goals for the country moving forward. Although subterranean minerals are often a source or perpetuator of violence, the potential to lift the country’s rural communities out of extreme poverty makes the mining industry an essential part of the nation’s development strategies. This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.
First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …

Brazil has an active agrarian reform policy program, publicly organized by the federal government and publicly administered at the state level by the National Institute for Colonization and Agrarian Reform. The objective of the agrarian reform policy program is to retitle unproductive and underproductive rural lands to increase agricultural production and land use. Previous agrarian reform researchers have examined quantities of land redistributed, rural technology developments, and the impact of social movements on land redistribution, but a knowledge gap remains regarding the correlation of agricultural production yields in rural municipalities before and after policy program participation. Political Dynamics In Land Commodification: Commodifying Rural Land Development Rights In Chengdu, China, Qian Forrest Zhang, Jianling Wu

Commodification of land is at the forefront of the re-casting of rural China by the spread of capitalism. This study examines a market-based program of land development rights trading in Chengdu, China. The program was made possible by a change in the central government’s land-use regulation that shifted the policy goal from ‘no net loss’ of farmland to ‘no net gain’ of construction land. We detail how local governments at multiple levels work together to construct land development rights as a commodity and build market institutions to foster its trading, illustrating land commodification as an inherently political process.
