Funding Of Higher Education In Tennessee: A Qualitative Study Of The Perceptions Of State Legislators And Higher Education Leaders, David D. Collins

The purpose of this study was to identify issues that are considered important to the legislators and higher education leaders of Tennessee in making decisions that affect the funding of higher education. A further purpose was to identify actions that such individuals believe should be taken by higher education leaders to ensure that higher education is accountable and worthy of continued or increased financial support. Using a qualitative research design, interviews were held with 10 legislators and 6 higher education leaders selected in accordance with the concept of purposeful sampling. Comprehensive Services For Students With Serious Emotional Disturbance: An Analysis Of State Legislation And Policy, Elizabeth B. Hill

The purpose of this study was to examine state legislation and policy related to comprehensive, integrated services for students with serious emotional disturbance. Legislation and policy documents from nine states, Virginia (the pilot study), Indiana, Maryland, New Jersey, North Dakota, Oklahoma, Utah, Vermont, and Wisconsin, were examined. These documents were compared to a set of components extracted from the literature as recommended practice. The document analysis was confirmed through telephone interviews with state-level policymakers in each state's department of education, department of mental health, and/or department of children's services. Addressing Equity In Alberta, John R. Fisher, Moshe Elhav

This paper provides a historical review of equity in funding education in Alberta. It describes government attempts to address fiscal inequities and shows how the introduction of full funding in 1994 addressed many of the equity problems in Alberta. Horizontal equity has improved. However, the province needs to consider ways to improve vertical equity--the need for different amounts of funding to meet different needs--and other inequities affecting student achievement and access to knowledge.
