For nearly a decade, American combat soldiers fought in South Vietnam to help sustain an independent, noncommunist nation in Southeast Asia. After U.S. troops departed in 1973, the collapse of South Vietnam in 1975 prompted a lasting search to explain the United States’ first lost war. Historians of the conflict and participants alike have since critiqued the ways in which civilian policymakers and uniformed leaders applied—some argued misapplied—military power that led to such an undesirable political outcome. While some claimed U.S. politicians failed to commit their nation’s full military might to a limited war, others contended that most officers fundamentally …

The terms environment and regulation are commonplace in political and policy debates about the natural environment, the role of science, and the behavior of government. Indeed, these terms reference a very contentious area of public policy and are emblematic of the growing tensions between science and politics. This chapter overviews the definition, types, and history of environmental regulation before turning to the intersection of science and politics in environmental policy and considering current and future challenges for this aspect of governmental activity.

The Constitutional Court of South Africa is perhaps the strongest institution in the country today. It is one of the few places for people to pursue institutional redress. In light of this, this thesis critically examines the reasonableness standard, the depoliticizing rhetoric around poverty the Court uses, as well as the practical obstacles for individuals or groups pursuing public interest litigation through the judiciary. It has found that for the Court to be more effective institution in light of the failings of other bodies conceived of by the Constitution, a number of the Court’s approaches must be altered slightly. The study of community development is constantly exploring new methods and ideas to improve the living conditions and opportunities for people who live in poverty. Governments, financial institutions, non-governmental organizations, and grassroots community groups coordinate efforts to bring about profound change and growth through a variety of mechanisms such as public grants, education, small business development, and microfinance. Whereas the study of community development is rarely viewed as a scientific endeavor, the qualitatively measured relationships between communities and outside development intervention may allow for more understanding and exploration into the field.

Pursuing An Answer: Bureaucratic And Legal Accountability In Local Law Enforcement Pursuit Policies, Casey Lafrance

Using qualitative and quantitative data obtained from 30 interviews with local law enforcement managers (12 county sheriffs and 18 municipal police chiefs), this study explores the decision-making processes used by these managers in the context of a pursuit-related accident involving an innocent third party. My findings suggest that: (1) managers most often conduct internal investigations to ensure that their officers’ behavior demonstrated adherence to the agency’s standard operating procedures; (2) managers use multiple mechanisms, including consultations with legal actors and professional peers, to keep their pursuit policies updated with regard to case law; (3) policy restrictiveness shares a positive, but …

In recent years, civil society has risen to speak on behalf of underrepresented groups in Africa. In particular, civil society has advocated for the representation of women’s interests (Tripp et al. 2008). Yet, relatively little is known about the full range of actors who seek the representation of women’s interests, mobilize around women’s issues, and articulate specific preferences.1 Some of these actors include not only feminists, but also religious activists who may clash over women’s issues. To generate more inclusive environments for marginalized urban communities of color demands a strategy that privileges symbolic boundary change and uses it as the inroad towards spatial changes. This paper theorizes a three step relational process of a) communicative democratic activism, b) "multicultural" capital brokers providing access to the policy making process, and c) practices of community building that reflect the role of cities as key sites for sociospatial boundary transformation. This thesis will address the impact of political and economic forces on the equitable access to fresh water in Ecuador. Demographic factors such as the rural-to-urban migration and the political and economic forces have strongly influenced the debate over the privatization of the provision of potable water and sanitation services. Within the context of Ecuador, two different approaches by the largest cities, Quito and Guayaquil, are analyzed; in Guayaquil, the services were privatized, while in Quito, the public utility was corporatized, remaining under public control. Conservation scientists and advocates were surprised by the U.S. Congress stripping away protection for wolves in the US northern Rocky Mountains. If they had paid attention to earlier political lessons in which court victories had been undermined by determined political organizing they would not have been surprised and could have adopted strategies that would have given them much more leverage with elected officials. Instead conservationists were out-organized and elected officials normally supportive of the U.S. Endangered Species Act responded to anti-wolf groups because they brought more pressure to bear than conservationists.
