Sudan was in a state of civil war for most of the years following independence in 1956, apart from a temporary respite between 1972 and 1983. After hostilities resumed, the Sudan People's Liberation Movement/Army (SPLM/A) captured Leer from the government in March 1986, and the town became a stronghold of the rebel commander Riek Machar, who had been born there. In August 1991 Riek Machar broke away from John Garang's mainstream branch of the SPLM/A. Machar's breakaway faction was called the SPLM/A-Nasir faction from 1991 to 1993, and then the South Sudan Independence Army (SSIA) from 1994 to 1997. In …

Obwohl seit dem Aufstieg des Internets zum Massenmedium in den 1990er Jahren Ernüchterung über die Demokratisierungswirkung der neuen Medien eingetreten ist, werden regelmäßig weitreichende Erwartungen über der politische Transformationspotenzial des Internets formuliert. So wird häufig postuliert, dass das Internet demokratische Politik über kurz oder lang fundamental verändern werde, indem universeller Informationszugang ermöglicht, etablierte Machtstrukturen unterminiert und politische Partizipation gesteigert werde. Der Beitrag erörtert zunächst die Hintergründe für populäre Fehlschlüsse, die die Debatte um elektronische Demokratie begleiten. Se propone una metodología para evaluar la predictibilidad de las sentencias del Tribunal Constitucional considerando la coherencia experimentada en los votos individuales de sus ministros. Tomando algunos casos considerados especialmente relevantes por especialistas consultados, y observando que los ministros disidentes no suelen modificar sus posiciones para seguir las posiciones de la mayoría en casos futuros, se concluye que la mantención de las doctrinas del Tribunal Constitucional dependerá en gran medida de la composición del mismo, y no solamente de lo que se haya expresado en sentencias precedentes.

The article examines the fundamental recommendations for the national human rights institutions (NHRI) to function with proper autonomy against the state and, also, against NGOs that try to capture the commission´s agenda. The authors analyse the institutional design of the Chilean Human Rights Institution (INDH) and evaluates the profile and the nomination process of its membership. The paper provides evidence that demonstrates that the INDH´s research agenda is associated with a partial political view. Then, the authors suggest certain changes to strengthen the independence of the INDH.

Political Efficacy And Introductory Political Science Course: Findings From A Survey Of A Large Public University, Miguel Centellas, Cy Rosenblatt

We conducted a survey of the student population enrolled in undergraduate introductory- level courses in political science at a large public university. We were interested to test whether completing undergraduate introductory-level courses in political science had any effects on political efficacy, using some standard indicators (drawn from the ANES battery), at the individual level. Our findings suggest that earning a high grade (when controlling for various other factors) does seem to positively affect internal political efficacy at the individual level, but that the most important factor affecting external political efficacy is the number of courses completed. The Party Members’ Court: Judicial Control over Intraparty Disputes in Mexico.

This paper explains how the Electoral Court of the Federal Judicial Branch (TEPJF) of Mexico, without a supporting legislation, was able to establish a direct and far reaching control over intraparty disputes such as the election of party leaders, the selection of candidates, or the punishment of party members. This essay shows the importance of placing Occupy Wall Street (OWS) in a global context of preceding social movements protesting against oppressive conditions from certain social groups. In particular, it suggests the opportunity that OWS has for thinking on and learning from Latin-American contestation and political projects against neoliberalism and in struggle for the rights of latina/os and immigrants in the United States. El presente artículo describe los eventos políticos y económicos más relevantes ocurridos en México durante los años de 2010 y 2011. Durante estos años la economía mostró signos de recuperación, tras la recesión de 2009, pero la violencia continuó su incremento, en parte como resultado de la política de combate al crimen organizado. El gobierno intentó, sin éxito, impulsar una reforma del sistema político. En el terreno electoral, el PRI fue el partido con mejor desempeño en las elecciones locales, al mismo tiempo que su candidato a la presidencia aparece en las encuestas como favorito.
