Citizen Satisfaction Survey Data: A Mode Comparison Of The Derived Importance–Performance Approach, Mitchel Norman Herian, Alan J. Tomkins

The purpose of this article is to provide evidence regarding the comparability of results provided by two survey methods—a random phone survey and a nonrandom online survey—using the derived importance–performance approach to examine service satisfaction data at the local level. Specifically, we measure whether nonprobability opt-in online survey results produce results that are convergent or divergent to random phone survey results. The findings show that the phone and online survey techniques yield divergent results when simple univariate statistical techniques are employed but produce similar results when the data are analyzed using the more advanced derived importance approach. Last week the Massachusetts Legislature produced redistricting legislation that will forever change the direction of state politics for blacks, Latinos and Asians. By this time next year, the number of state house elected officials of color can increase by 100 percent, from 10 to 20 members. And communities of color will be well positioned to elect a person of color to the U.S. House of Representatives for the first time in the history of the state.

Waldo’s predictions about the future for public administration describe five areas that would be problematic in the future: legitimacy, authority, knowledge, control, and confidence. Legitimacy includes not only that the government is legally legitimized but capable and focused on an intention to deliver the “good society.” Authority, according to Waldo, is the ability to implement policy with the acceptance of the people based on rationalism, expectations of public good, ethics, superior knowledge, and institutional contexts. Petitioning is a well established form of political participation in most liberal democracies, but little is known about petitioners, their socio-demographics, motivations and assessments of petitioning processes. In 2005, the German parliament introduced public e-petitions which are submitted, signed and discussed on the Internet. This article reports a 2007 survey of 571 traditional and 350 e-petitioners. The results indicate that both petitioner samples are characterised by an above average level of general political participation and Internet use. Users of the e-petition system are younger than traditional petitioners, but the group continues to be dominated by men and those with higher …

EXECUTIVE SUMMARY • Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and restaurants were allowed to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 80 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have …

This study applies attribution theory to examine public appraisals of the president. To date, most political science research on attribution theory has focused on domestic policy and no work has considered both domestic and foreign policy domains in tandem. To fill this gap, we formulate and experimentally test a series of hypotheses regarding the level of responsibility and credit/blame that individuals attribute to the president in both policy domains across varying policy conditions. We also consider how party compatibility affects people’s attribution judgments. This article evaluates the Obama administration’s efforts towards reforming U.S. immigration detention policies. Over the past decade, immigrant rights advocates have increasingly criticized certain policies of the U.S. Immigration and Custom Enforcement (ICE) system of immigration detention, including the widespread use of private contractors, lack of proper oversight, grouping of violent criminals and non-violent undocumented immigrants (particularly minority women and children) in holding cells, and neglect of detained immigrants in need of medical attention. In reviewing these developments, I contend that the Obama administration must take substantive steps towards reforming the existing system, particularly by instituting legally enforceable standards with …

Since the 1950s, despite considerable and long-term tobacco industry and government efforts, attempts to develop a less risky cigarette that reduces harmful ingredients, generally or specifically, have failed. Moreover, even under ideal conditions with adequate scientific testing, the efficacy of purportedly reducing the severe health effects cannot be scientifically verified for up to 20 years after the introduction of a product on the market. A key and central provision in the 2009 U.S. Food and Drug Administration (FDA) legislation is to reduce the risk or harm of cigarettes. Scholars in tobacco control have utilized a social construction approach to test and explain tobacco control policy and advocacy. Some recent tobacco control policy research has contended that Philip Morris's support of the U.S. Food and Drug Administration (FDA) regulation of tobacco (including purportedly reducing the harm of cigarettes) is to obtain the social construction goal of a socially responsible company. However, the primary motivation for Philip Morris's support of proposed FDA regulation and harm reduction for cigarettes was to maintain the company's market stability and profitability implemented by U.S. political process and institutions. Climate change poses catastrophic health and security risks on a global scale. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development. Utilising constructivism this work analyses the contemporary relational complexities of East Asia vis-à-vis the European Union (EU). Mindful of the social constructivist themes of identity and interests, it is argued that there are fundamental difficulties found in these interregional relations, which must be urgently addressed.
