The purpose of this article is to provide evidence regarding the comparability of results provided by two survey methods—a random phone survey and a nonrandom online survey—using the derived importance–performance approach to examine service satisfaction data at the local level. Specifically, we measure whether nonprobability opt-in online survey results produce results that are convergent or divergent to random phone survey results. The findings show that the phone and online survey techniques yield divergent results when simple univariate statistical techniques are employed but produce similar results when the data are analyzed using the more advanced derived importance approach. Focusing on internal contradictions within the Israeli left, this essay considers the impact of the historical legacy of anti-Semitism on everyday thinking about Israel and the Palestinian territories. Contesting the view that to criticize Israel is to engage in anti-Semitic defamation, it offers an historical account of how Israel's actions in the West Bank have come to be immunized from conscientious criticism. It also documents how progressive media outlets in contemporary Israel have silenced or otherwise marginalized Israel's most active critics.

Petitioning is a well established form of political participation in most liberal democracies, but little is known about petitioners, their socio-demographics, motivations and assessments of petitioning processes. In 2005, the German parliament introduced public e-petitions which are submitted, signed and discussed on the Internet. This article reports a 2007 survey of 571 traditional and 350 e-petitioners. The results indicate that both petitioner samples are characterised by an above average level of general political participation and Internet use. Users of the e-petition system are younger than traditional petitioners, but the group continues to be dominated by men and those with higher …

I reference research on nested networks of interaction, and echo criticisms that the impact of myth and misinformation has been underappreciated as an element of incorporation. Alteration occurs well-prior to the point at which most world-systems literature considers a region incorporated. A common claim has been that liberalization of citizenship policy depends on making policy behind closed doors. I challenge one variant of this line of argument, which regards courts as the primary �countermajoritarian� champion of the expansion of immigrant rights, through a comparison of citizenship policy in Austria, Germany, and Switzerland. In all three countries subnational authorities play a significant role in the administration of naturalization policy. Courts have played more of a �nationalizing� rather than a �countermajoritarian� role. I also show how differences in federal structures affected recent efforts to reform citizenship policy in these countries.

After the initial euphoria over German (re)unification had subsided, it became clear that it would take longer to tear down the mental barriers separating eastern and western Germans than to remove concrete slabs from the Berlin Wall. Studies of German electoral behavior found that eastern and western Germans displayed different voting patterns and that eastern Germans were less supportive of the principles of a market economy and the political institutions of unified Germany than western Germans.

This article analyzes efforts to harmonize European Union export control policies on dual-use goods from the perspectives of neofunctionalist and intergovernmentalist theories of European integration. The outcome of the Council negotiations on dual-use export controls can best be characterized as an intergovernmental bargain. Judicial policy making in this area, on the other hand, fits neofunctionalist expectations rather well, and on implementation issues central state executives may be losing their exclusive control. The article concludes by arguing that rather than investing great theoretical significance in differences among issue areas or policy types, it appears more fruitful to recognize the European Union …

To date, most political science research on attribution theory has focused on domestic policy and no work has considered both domestic and foreign policy domains in tandem. To fill this gap, we formulate and experimentally test a series of hypotheses regarding the level of responsibility and credit/blame that individuals attribute to the president in both policy domains across varying policy conditions. This article evaluates the Obama administration’s efforts towards reforming U.S. immigration detention policies. Over the past decade, immigrant rights advocates have increasingly criticized certain policies of the U.S. Immigration and Custom Enforcement (ICE) system of immigration detention, including the widespread use of private contractors, lack of proper oversight, grouping of violent criminals and non-violent undocumented immigrants (particularly minority women and children) in holding cells, and neglect of detained immigrants in need of medical attention.
