Brunei Darussalam's national vision, WAWASAN 2035, sets forth ambitious goals for the nation's development, emphasizing a centralized governance paradigm. However, the potential of decentralized governance, as exemplified by China's mayor-led districts, offers a compelling model for achieving national aspirations. This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm. This major paper examines the Cuban embargo as an ineffective hard power policy and explores the potential of soft, hard, and smart power as alternative approaches to resolve the failures of the 60-year-old blockade. The paper analyzes the historical context and rationale behind the embargo and assesses its impact on Cuban-American relations, regional stability, and U.S. national interests. The study argues that the embargo has failed to achieve its intended goals and has instead perpetuated a cycle of hostility, isolation, and human rights abuses. The present thesis “Colombian women’s experiences of the Canadian refugee and asylum adjudication process” is an ethnographic description and analysis of the experiences of Colombian refugee women as they move through the refugee and asylum adjudication system in Ontario, Canada. Using concepts such as liminality, politics of waiting, hermeneutics of suspicion and arbitrariness, the refugee and asylum adjudication system is shown to be a site of power and domination that creates negative emotions in the people who face it, especially in the oral hearing as a central event in the process. In November of last year, former Massachusetts U.S. Attorney Andrew Lelling and the Department of Justice’s Civil Rights Division released the findings of an investigation of the Massachusetts Department of Corrections (MDOC). They found several violations of prisoner’ constitutionals rights for mental health cases under the Eighth Amendment. The Eighth Amendment prohibits cruel and unusual punishments for criminal defendants. The findings reveal a lack of structured mental health care for MDOC prisoners, untrained employees, and unnecessary abuse of restrictive housing for prisoners designated under a mental health watch program.

United Nations data shows that the size of global diaspora had reached 281 million in 2020, and it continues to grow. Diasporas have contributed significantly to the development of their native lands through remittance, technology and knowledge transfer, philanthropy, and diplomacy. Many countries have designed policies to engage the diaspora more deeply by providing concessional citizenship and visa regimes, and attractive investment opportunities. Yet, there is room for improvement in policies and programs to enhance these prospects.

Northern Kentucky University’s President Ashish Vaidya wrote an article celebrating Kentucky’s new bipartisan voting rights bill. Signed into law in April, the legislation is contrary to what we are seeing in other states and expands voting options in Kentucky. The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

ABSTRACT
A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.

The 27th annual People’s Liberation Army (PLA) Conference—“The People in the PLA” 2.0—revisited a theme first explored at the 2006 conference but understudied since. This volume examines how the structure, education, training, and recruitment of PLA personnel have changed in the last decade and in the Xi Jinping era.
Structural changes in the PLA have centered around two poles: improving the warfighting readiness of the PLA and strengthening Communist Party of China (CPC) control of the PLA. The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. In contrast, while most government officials, conservative think tanks, and the agencies that work in the immigration and border enforcement realm admit poverty and violence may underlie some decisions to migrate, they instead blame lax U.S. immigration …

The question of how rising atavistic nationalism will affect democracies worldwide is an essential one of our time. In this paper, I focus instead on conducting a comparative historical analysis of atavistic nationalism in two unrecognized states: North Cyprus and Taiwan. I argue that the democratic crisis of our times is, in its essence, economic and has been precipitated by the failure of democracies to build domestic capacities to support democratic values. Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. Darwin’s theory of natural selection has played a central role in the development of the biological sciences, but evolution can also explain change in human culture. Institutions, mechanisms that govern behavior and social order, are important subjects of cultural evolution. Institutions can help stabilize cooperation, defined as behavior that benefits others, often at a personal cost. Cooperation is important for solving social dilemmas, scenarios in which the interests of the individual conflict with those of the group. The current hold of austerity on Irish public policy provokes a comparison with addiction. Postliberalism, the form of austerity Ireland is hooked on, brought the country to its knees. It tied the millstone of bank bailouts around Ireland’s neck, slashed its education and health spending and meant its budgets were closely supervised by the Troika of the Europe Union (EU), the International Monetary Fund and the European Central Bank from 2010-2013. Human rights treaty bodies have been frequently criticized as useless and the regime’s self-reporting procedure widely viewed as a whitewash. Yet very little research explores what, if any, influence this periodic review process has on governments’ implementation of and compliance with treaty obligations. We argue oversight committees may play an important role in improving rights on the ground by providing information for international and primarily domestic audiences. With the global rise of evidence-based policy, indicators have become an increasingly important part of governance. Indicators are statistics that represent social experiences, turning complex norms into simplified representations. Although seemingly objective, indicators reflect the values and beliefs of the actors who create them. This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.
First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. With GDP growth for the 2016 fiscal year reported at 6.7%, it appears that the Chinese economy has departed from the three-decade period in which GDP growth averaged plus-10%. While both academic journals and media outlets have accredited this slowdown to a variety of factors, existing research has failed to conflate the economic and political factors into a comprehensive explanation. Consequently, this thesis examines the causative factors behind the slowing of the Chinese economy though the analysis of three contesting plausibility probes centered on the impact of corruption, statism, and structural economic change.
