Within Brazilian Political Sociology, there are four different views on state Administrative Departments, apparatuses created by the Vargas dictatorship in 1939 as a complement to the system of federal interventors. On the basis of these interpretations, there are also four different ways of looking at the New State regime (1937-1945) itself. Views on administrative departments diverge both according to observers' convictions regarding the way the authoritarian political system functions and according to which of these agencies' roles (political, economic, bureaucratic) the analyst considers as most salient. The purpose of this paper is to expose and explain a precise moment of the Brazilian political-institutional evolution. It explores the conflicts that are at the origin of choice and implementation of a new politico-administrative system in post-1930. The paper explores the origins, design and objectives that drove the invention of a bureaucratic apparatus which, together with the Federal Interventor, not only controls the regional political elites, but also contributed to the organization of state power on a national basis, cooperating to facilitate state capacity: the Administrative Department. This article proposes and develops an analytical scheme based on historical neo-institutionalism to explain the genesis of State capacities through exclusively political variables. Through examination of the political properties and the socio-occupational characteristics of São Paulo state representatives at the 1946 National Constituent Assembly, this article provides evidence of three types. With regard to those who were in control of key positions within the State throughout the period of the República Velha (1889-1930) there was: i) an important change in the social origin of the elite; ii) at the same time, a greater professionalization of the political class and iii) these two processes were not simultaneous, yet a "political renovation" did occur, identifiable for example through the change in age group within the …

This article proposes a set of parameters for understanding political behavior in Brazil during the first part of the twentieth century. The article deals with the institution that regulated the political representation of elites during the regime of the Estado Novo in Brazil: the Administrative Department. My theme here is exclusively the Administrative Department of the State of São Paulo (DAESP), an auxiliary organ of government alongside the federal intervenor. The article consists in presenting the composition of DAESP over the nine years that it existed and bureaucratic dynamics resulting from its operation between 1939 and 1947. Reporting the frequency of its meetings and the number of decisions produced.

Os Autores E Suas Idéias: Um Estudo Sobre A Elite Intelectual E O Discurso Político Do Estado Novo, Adriano Codato, Walter Guandalini, Jr.

This paper is an analysis of Estado Novo´s political ideology, through the study of the magazine Cultura Política: revista mensal de estudos brasileiros, government s official periodic. After having read selected articles, concerning the political organization instituted in Brazil by the Golpe de 37, it was possible to examine intellectuals rationalizations for the building of a strong and centralized national state in Brazil. At the end we could verify the role played by the magazine on the authoritarian regime, realize the burocracy s importance as producers of this ideological discourse, and distinguish some of its characteristics.
