Within Brazilian Political Sociology, there are four different views on state Administrative Departments, apparatuses created by the Vargas dictatorship in 1939 as a complement to the system of federal interventors. On the basis of these interpretations, there are also four different ways of looking at the New State regime (1937-1945) itself. Views on administrative departments diverge both according to observers' convictions regarding the way the authoritarian political system functions and according to which of these agencies' roles (political, economic, bureaucratic) the analyst considers as most salient. The purpose of this paper is to expose and explain a precise moment of the Brazilian political-institutional evolution. It explores the conflicts that are at the origin of choice and implementation of a new politico-administrative system in post-1930. The paper explores the origins, design and objectives that drove the invention of a bureaucratic apparatus which, together with the Federal Interventor, not only controls the regional political elites, but also contributed to the organization of state power on a national basis, cooperating to facilitate state capacity: the Administrative Department. This articles estates that Marx s historical works allows us to uphold that the political dimension is neither a field (of social struggles for strategic positions) nor a system (of functionally integrated institutions) and not even a juridical-political structure (apprehensible through its class effects in the social world). The political dimension of society may be conceived, by classical Marxism, as a form whose properties are similar to that of the commodity form. This study presents a project of reading and interpretation of Marx s texts about the French politics. The greater purpose that inspires this project is the desire to make Marx s thoughts a normal social science in two very precise ways: as a type of scientific knowledge, rather than a normative theory and/or social view of the world; and as an interpretative genre, which consists on connecting the actions and political institutions to their social dimension. The purpose of this article is to contrapose the propositions on power, class and political domination presented by a particular interpretation of Marxism - structuralist Marxism - through a critical dialogue with one of its most paradigmatic authors: Nicos Poulantzas. The article states, against Poulantzas suggestions, that the insertion of the concept of "élite" in theoretical Marxism may produce positive effects on it, specially making the classist analysis of politics scientifically manageable.

The article retakes a traditional question in social theory, that is, the opposition between the concepts of social class and élite , already discussed by authors like Aron, Wright Mills, Bottomore, Giddens, Therborn and others. It is not our intention to present any original theoretical contribution. Our main purpose is to insist on the analytical advantages and practical difficulties of this conceptual joint and, at the same time, to make out a case for the concept of class élite as one that makes it possible a class analysis of politics.

This article proposes and develops an analytical scheme based on historical neo-institutionalism to explain the genesis of State capacities through exclusively political variables. Through examination of the political properties and the socio-occupational characteristics of São Paulo state representatives at the 1946 National Constituent Assembly, this article provides evidence of three types. With regard to those who were in control of key positions within the State throughout the period of the República Velha (1889-1930) there was: i) an important change in the social origin of the elite; ii) at the same time, a greater professionalization of the political class and iii) these two processes were not simultaneous, yet a "political renovation" did occur, identifiable for example through the change in age group within the …

This article proposes a set of parameters for understanding political behavior in Brazil during the first part of the twentieth century. Starting from a precisely-defined political problem the São Paulo state political elite s adhesion to and ideological support for the Estado Novo regime we will engage in more general reflections on the relationship between ideas, elites and political institutions. The article exposes the theory of the capitalist state formulated for Nicos Poulantzas. It is possible to find, in his work, three successive and different formulations of what the state is: a structure, an apparatus and a social relation. Each of these definitions corresponds to a political strategy in regard to the overcome of the capitalist state, so that the two problems, the function of the state and the destruction of the state, must be considered together.

This article discusses Brazilian political history, from the military-political coup in 1964 through Fernando Henrique Cardoso´s second presidential term. Written in the form of an explanatory summary, three themes are joined in a narrative on the transition from a military dictatorship to a liberal democratic regime: the military, the political and the bureaucratic. We seek to establish causal inferences linking content, methods and the reasons for and meaning of political change beginning in 1974 with the quality of the democratic regime as it emerged during the 1990s. Most contemporary interpretations of Karl Marx's analyses of European politics of the second half of the nineteenth century share both the suppression of all references to the "economy" and its substitution either for the idea of the autonomy of the political (in heterodox views), or for the idea of the performative aspect of language (in post-modern views). The article deals with the institution that regulated the political representation of elites during the regime of the Estado Novo in Brazil: the Administrative Department. My theme here is exclusively the Administrative Department of the State of São Paulo (DAESP), an auxiliary organ of government alongside the federal intervenor. The article consists in presenting the composition of DAESP over the nine years that it existed and bureaucratic dynamics resulting from its operation between 1939 and 1947. Reporting the frequency of its meetings and the number of decisions produced.

This essay discusses the political activity of the conservative groups in São Paulo and Paraná who supported the military coup of March 31, 1964. We analyze the "March of Families with God for Freedom" and conclude that, in the case of the march that was held in Curitiba (re-named "March for Educational Freedom"), priority was given to issues of "individual freedom", relegating traditional Christian values to a secondary concern. This paper analyses Brazil s political evolution during a specific moment. It discusses the processes of conversion of the post-1964 authoritarian regime to the post-1968 regime of military dictatorship. This article discusses some of the institutional formats utilized by the Brazilian military dictatorship (1964-1985) in order to regulate the influence of large commercial interest groups on economic policy. It focuses particularly on the conflicts between the directors of the dominant social class groups and high-level state bureaucratic leaders on decisory priorities in the context of the politics of redemocratização during the Figueiredo government (1979-1985).

This paper is an analysis of Estado Novo´s political ideology, through the study of the magazine Cultura Política: revista mensal de estudos brasileiros, government s official periodic. After having read selected articles, concerning the political organization instituted in Brazil by the Golpe de 37, it was possible to examine intellectuals rationalizations for the building of a strong and centralized national state in Brazil. At the end we could verify the role played by the magazine on the authoritarian regime, realize the burocracy s importance as producers of this ideological discourse, and distinguish some of its characteristics.

The aim of this paper is to present a reading of the Marxist theory of the state more complex and ambitious than that made by recent neo-institutionalists criticism. Upon reconsideration of the "historical works" of Marx demonstrated that this author has a conception of state which takes into account their internal institutional dynamics without compromising, however, the view of class.

This article discusses the bourgeoisie struggles against "nationalization" (1975-1976), and for "democracy" (1977-1978) and their relation to the transformations of the state system in Brazil after 1974. My objective here is to determine in what way certain organizational formats promoted by the Geisel government (1974-1979) significantly altered the current system of representation of "private" interests, based on corporatism, and its relation to the political conflicts from the "distension" period and the "political opening".
