A Sociologia Política Brasileira Em Análise: Quatro Visões Sobre O Funcionamento Administrativo Do Estado Novo, Adriano Codato Oct 2011

A Sociologia Política Brasileira Em Análise: Quatro Visões Sobre O Funcionamento Administrativo Do Estado Novo, Adriano Codato

Adriano Codato

Within Brazilian Political Sociology, there are four different views on state Administrative Departments, apparatuses created by the Vargas dictatorship in 1939 as a complement to the system of federal interventors. On the basis of these interpretations, there are also four different ways of looking at the New State regime (1937-1945) itself. Views on administrative departments diverge both according to observers' convictions regarding the way the authoritarian political system functions and according to which of these agencies' roles (political, economic, bureaucratic) the analyst considers as most salient. In this essay I analyze existing interpretations on this issue; I emphasize that which …

Intervenção Estatal, Centralização Política E Reforma Burocrática: O Significado Dos Departamentos Administrativos No Estado Novo, Adriano Codato

Adriano Codato

The purpose of this paper is to expose and explain a precise moment of the Brazilian political-institutional evolution. It explores the conflicts that are at the origin of choice and implementation of a new politico-administrative system in post-1930. The paper explores the origins, design and objectives that drove the invention of a bureaucratic apparatus which, together with the Federal Interventor, not only controls the regional political elites, but also contributed to the organization of state power on a national basis, cooperating to facilitate state capacity: the Administrative Department. I analyze the political context, legal history and the institutional innovations of …

O Espaço Político Segundo Marx, Adriano Codato Jan 2011

O Espaço Político Segundo Marx, Adriano Codato

Adriano Codato

This articles estates that Marx s historical works allows us to uphold that the political dimension is neither a field (of social struggles for strategic positions) nor a system (of functionally integrated institutions) and not even a juridical-political structure (apprehensible through its class effects in the social world). The political dimension of society may be conceived, by classical Marxism, as a form whose properties are similar to that of the commodity form. Consequently, practical politics can neither be apprehended nor analyzed as a social appearance, which makes the expression political scene very unsuitable to describe the way Marx understands the …

Marx E Seu Legado Para A Teoria Contemporânea Do Estado Capitalista, Renato Perissinotto, Adriano Codato Jan 2010

Marx E Seu Legado Para A Teoria Contemporânea Do Estado Capitalista, Renato Perissinotto, Adriano Codato

Adriano Codato

The purpose of this essay is to identify some ideas outlined by Marx in his 18th Brumaire of Louis Bonparte that became fundamental for the development and establisment of the marxist theory of the State between the years 1960-1980. Although the importance of this work for the improvement of marxist theory of the state has been largely recognized by many authors, there are no, if we are not mistaken, studies dedicated to sistematically identifying the thematical links between Marx's analysis and the the works of social scientists and economists published during the second decade of the last century whose intention …

Ler Marx, Hoje: Um Programa De Pesquisa E De Interpretação, Adriano Codato, Renato Perissinotto Jan 2010

Ler Marx, Hoje: Um Programa De Pesquisa E De Interpretação, Adriano Codato, Renato Perissinotto

Adriano Codato

This study presents a project of reading and interpretation of Marx s texts about the French politics. The greater purpose that inspires this project is the desire to make Marx s thoughts a normal social science in two very precise ways: as a type of scientific knowledge, rather than a normative theory and/or social view of the world; and as an interpretative genre, which consists on connecting the actions and political institutions to their social dimension. This posture necessarily implies a comprehension different from the works of Marx that are more interested in his analytical operations than in the monumental …

Marxism And Elitism: Two Opposite Social Analysis Models?, Adriano Codato, Renato Perissinotto Jan 2010

Marxism And Elitism: Two Opposite Social Analysis Models?, Adriano Codato, Renato Perissinotto

Adriano Codato

The purpose of this article is to contrapose the propositions on power, class and political domination presented by a particular interpretation of Marxism - structuralist Marxism - through a critical dialogue with one of its most paradigmatic authors: Nicos Poulantzas. The article states, against Poulantzas suggestions, that the insertion of the concept of "élite" in theoretical Marxism may produce positive effects on it, specially making the classist analysis of politics scientifically manageable.

Classe Social, Elite Política E Elite De Classe: Por Uma Análise Societalista Da Política, Renato Perissinotto, Adriano Codato Jan 2009

Classe Social, Elite Política E Elite De Classe: Por Uma Análise Societalista Da Política, Renato Perissinotto, Adriano Codato

Adriano Codato

The article retakes a traditional question in social theory, that is, the opposition between the concepts of social class and élite , already discussed by authors like Aron, Wright Mills, Bottomore, Giddens, Therborn and others. It is not our intention to present any original theoretical contribution. Our main purpose is to insist on the analytical advantages and practical difficulties of this conceptual joint and, at the same time, to make out a case for the concept of class élite as one that makes it possible a class analysis of politics.

Quando O Brasil Era Moderno: O Estado Antes Da Crise Do Estado, Adriano Codato Oct 2008

Quando O Brasil Era Moderno: O Estado Antes Da Crise Do Estado, Adriano Codato

Adriano Codato

This article proposes and develops an analytical scheme based on historical neo-institutionalism to explain the genesis of State capacities through exclusively political variables. Taking the case of the exponential growth of State power during the Brazilian Estado Novo regime (1937-1945) as my problem, I seek to reflect on the empirical determinants and, as deriving from them, the theoretical criteria that are responsible for accounting for three simultaneous occurrences: decision-making centralization at the head of the Federal Executive, influence of formal government institutions on processes of recruitment and selection of political personnel and unequal sharing of decision-making power among different elite …

A Formação Do Campo Político Profissional No Brasil: Uma Hipótese A Partir Do Caso De São Paulo, Adriano Codato Jun 2008

A Formação Do Campo Político Profissional No Brasil: Uma Hipótese A Partir Do Caso De São Paulo, Adriano Codato

Adriano Codato

Through examination of the political properties and the socio-occupational characteristics of São Paulo state representatives at the 1946 National Constituent Assembly, this article provides evidence of three types. With regard to those who were in control of key positions within the State throughout the period of the República Velha (1889-1930) there was: i) an important change in the social origin of the elite; ii) at the same time, a greater professionalization of the political class and iii) these two processes were not simultaneous, yet a "political renovation" did occur, identifiable for example through the change in age group within the …

Parâmetros Para Uma Análise Empírica Da Relação Entre Idéias, Elites E Instituições, Adriano Codato Jan 2008

Parâmetros Para Uma Análise Empírica Da Relação Entre Idéias, Elites E Instituições, Adriano Codato

Adriano Codato

This article proposes a set of parameters for understanding political behavior in Brazil during the first part of the twentieth century. Starting from a precisely-defined political problem the São Paulo state political elite s adhesion to and ideological support for the Estado Novo regime we will engage in more general reflections on the relationship between ideas, elites and political institutions. For these purposes, we give salience to two types of variables which enable us to locate political agents within social space, understand their mental dispositions, how they are formed, and what inspires and how they explain their actions. We refer …

Poulantzas, O Estado E A Revolução, Adriano Codato Jan 2008

Poulantzas, O Estado E A Revolução, Adriano Codato

Adriano Codato

The article exposes the theory of the capitalist state formulated for Nicos Poulantzas. It is possible to find, in his work, three successive and different formulations of what the state is: a structure, an apparatus and a social relation. Each of these definitions corresponds to a political strategy in regard to the overcome of the capitalist state, so that the two problems, the function of the state and the destruction of the state, must be considered together.

Uma História Política Da Transição Brasileira: Da Ditadura Militar À Democracia, Adriano Codato Nov 2005

Uma História Política Da Transição Brasileira: Da Ditadura Militar À Democracia, Adriano Codato

Adriano Codato

This article discusses Brazilian political history, from the military-political coup in 1964 through Fernando Henrique Cardoso´s second presidential term. Written in the form of an explanatory summary, three themes are joined in a narrative on the transition from a military dictatorship to a liberal democratic regime: the military, the political and the bureaucratic. We seek to establish causal inferences linking content, methods and the reasons for and meaning of political change beginning in 1974 with the quality of the democratic regime as it emerged during the 1990s. Our explanation is premised on the need to analyze two different but interconnected …

O 18 Brumário, Política E Pós-Modernismo, Adriano Codato Apr 2005

O 18 Brumário, Política E Pós-Modernismo, Adriano Codato

Adriano Codato

Most contemporary interpretations of Karl Marx's analyses of European politics of the second half of the nineteenth century share both the suppression of all references to the "economy" and its substitution either for the idea of the autonomy of the political (in heterodox views), or for the idea of the performative aspect of language (in post-modern views). This article argues that Marx's Eighteenth Brumaire of Louis Bonapart contains an interpretation of politics that can be reduced, from the theoretical point of view, to two explanatory principles of the materialist conception of history: the primacy of economics, and the opposition between …

Modelo E Método De Representação Política Durante O Estado Novo, Adriano Codato Jan 2005

Modelo E Método De Representação Política Durante O Estado Novo, Adriano Codato

Adriano Codato

The article deals with the institution that regulated the political representation of elites during the regime of the Estado Novo in Brazil: the Administrative Department. My theme here is exclusively the Administrative Department of the State of São Paulo (DAESP), an auxiliary organ of government alongside the federal intervenor. The article consists in presenting the composition of DAESP over the nine years that it existed and bureaucratic dynamics resulting from its operation between 1939 and 1947. Reporting the frequency of its meetings and the number of decisions produced.

A Marcha, O Terço E O Livro: Catolicismo Conservador E Ação Política Na Conjuntura Do Golpe De 1964, Adriano Codato, Marcus Roberto De Oliveira Jan 2004

A Marcha, O Terço E O Livro: Catolicismo Conservador E Ação Política Na Conjuntura Do Golpe De 1964, Adriano Codato, Marcus Roberto De Oliveira

Adriano Codato

This essay discusses the political activity of the conservative groups in São Paulo and Paraná who supported the military coup of March 31, 1964. We analyze the "March of Families with God for Freedom" and conclude that, in the case of the march that was held in Curitiba (re-named "March for Educational Freedom"), priority was given to issues of "individual freedom", relegating traditional Christian values to a secondary concern. The issue illustrates the complexity of the ideological conjuncture that preceded the 1964 coup, the critical character of the initiatives taken by Goulart's government in carrying out its agenda of social …

Grandes Feitos Dos Grandes Homens: Generais-Estadistas E Estadistas-Generais Na Política Brasileira, Adriano Codato

Adriano Codato

The article analyzes and discusses the series of four books of journalist Elio Gaspari on the Brazilian military dictatorship published between 2002 and 2004.

O Golpe De 1964 E O Regime De 1968: Aspectos Conjunturais E Variáveis Históricas, Adriano Codato Jan 2004

O Golpe De 1964 E O Regime De 1968: Aspectos Conjunturais E Variáveis Históricas, Adriano Codato

Adriano Codato

This paper analyses Brazil s political evolution during a specific moment. It discusses the processes of conversion of the post-1964 authoritarian regime to the post-1968 regime of military dictatorship. The article s principal aim is to examine the reasons for the issuing of Institutional Act 5, which meant the victory of the military s extreme right-wing and therefore the political defeat of opposition forces. The central issue informing the analysis is the question of whether it is possible to find an explanatory variable for the interpretation of this historical process that could account for the supremacy of the grupo palaciano …

Estado Militar, Política Económica Y Representación De Intereses: Dificultades De La Transición Democrática En El Brasil En Los Años Ochenta, Adriano Codato Oct 2003

Estado Militar, Política Económica Y Representación De Intereses: Dificultades De La Transición Democrática En El Brasil En Los Años Ochenta, Adriano Codato

Adriano Codato

This article discusses some of the institutional formats utilized by the Brazilian military dictatorship (1964-1985) in order to regulate the influence of large commercial interest groups on economic policy. It focuses particularly on the conflicts between the directors of the dominant social class groups and high-level state bureaucratic leaders on decisory priorities in the context of the politics of redemocratização during the Figueiredo government (1979-1985).

Os Autores E Suas Idéias: Um Estudo Sobre A Elite Intelectual E O Discurso Político Do Estado Novo, Adriano Codato, Walter Guandalini, Jr.

Adriano Codato

This paper is an analysis of Estado Novo´s political ideology, through the study of the magazine Cultura Política: revista mensal de estudos brasileiros, government s official periodic. After having read selected articles, concerning the political organization instituted in Brazil by the Golpe de 37, it was possible to examine intellectuals rationalizations for the building of a strong and centralized national state in Brazil. At the end we could verify the role played by the magazine on the authoritarian regime, realize the burocracy s importance as producers of this ideological discourse, and distinguish some of its characteristics.

O Estado Como Instituição: Uma Leitura Das Obras Históricas De Marx, Adriano Codato, Renato Perissinotto Jan 2001

O Estado Como Instituição: Uma Leitura Das Obras Históricas De Marx, Adriano Codato, Renato Perissinotto

Adriano Codato

The aim of this paper is to present a reading of the Marxist theory of the state more complex and ambitious than that made by recent neo-institutionalists criticism. Upon reconsideration of the "historical works" of Marx demonstrated that this author has a conception of state which takes into account their internal institutional dynamics without compromising, however, the view of class.

A Burguesia Contra O Estado? Crise Política, Ação De Classe E Os Rumos Da Transição, Adriano Codato Jan 1995

A Burguesia Contra O Estado? Crise Política, Ação De Classe E Os Rumos Da Transição, Adriano Codato

Adriano Codato

This article discusses the bourgeoisie struggles against "nationalization" (1975-1976), and for "democracy" (1977-1978) and their relation to the transformations of the state system in Brazil after 1974. My objective here is to determine in what way certain organizational formats promoted by the Geisel government (1974-1979) significantly altered the current system of representation of "private" interests, based on corporatism, and its relation to the political conflicts from the "distension" period and the "political opening".
