This major paper examines the Cuban embargo as an ineffective hard power policy and explores the potential of soft, hard, and smart power as alternative approaches to resolve the failures of the 60-year-old blockade. The paper analyzes the historical context and rationale behind the embargo and assesses its impact on Cuban-American relations, regional stability, and U.S. national interests. The study argues that the embargo has failed to achieve its intended goals and has instead perpetuated a cycle of hostility, isolation, and human rights abuses. Haiti and Cuba are two Caribbean islands which prove to be prominent particularly in revolutionary culture and discourse, despite the clear differences in present-day material conditions of the islands themselves. Alongside each of the islands’ need for regional partnerships and aid, their significance in revolutionary culture connected the two islands in a distinct way. This connection is one that was forged mostly in the time period from the 1950s to the1970s, when the Cuban Revolution began and gave way to many connections to the historic Haitian Revolution. This paper tracks the Eisenhower Administration’s shifting policy towards Cuba and its use of covert imperialism to obtain its objectives. The policy considerations of the United States centered around a convenience for American interests. The support for the Batista regime, despite its oppression, exacerbated anti-American sentiments in the Cuban Revolution and put it on a collision course with American interests. As engagement failed, Cuba nationalized, and tensions escalated, the Eisenhower Administration initiated a campaign of covert imperialism that sought a government more in line with its interests. This dissertation examines the influence of Cuban-American exiles in shaping U.S. foreign policy toward Cuba from the 1980s to the present. The role of Cuban-American interest groups is analyzed within a larger context of U.S. national security objectives, national politics and Cuban politics. Instead of privileging domestic politics or national security politics in explaining Cuban-American influence, as other International Relations theories do, this study argues that Cuban exile politics can best be understood as an expression of subnational interest group power that affects, and is affected by, the shifting dynamics of local, national and global politics. Gender equality is recognized as a fundamental human right and goal by the United Nations. The 1959 Cuban Revolution advocated for widespread social changes including equality for women. Cuba is a critical case because it both confirms and refutes assumptions about gender equality. The central research question explored in this thesis is: How do domestic and global factors combine to affect the rhetoric and experiences of gendered and racial groups with respect to economic and political opportunities in socialist Cuba? Latinos in the United States are a diverse group, and their growing presence and recent elections illustrate the importance of understanding and recognizing their distinct political identities. The political identity of Cuban immigrants has been understood as being an anomaly among Latino groups and is largely referred to as an outlier in research of Latin American immigration. The intent of this thesis is to explore the question of why some Latin American immigrants relate to a greater Latino identity. The purpose of this research is to detail a case study of U.S. tourism to Cuba in a politicized context; specifically, to compare and contrast the Obama and Trump administrations. This study seeks to examine how the Cuban “brand” and the island’s overall tourism strategy is formulated, circulated, shaped and reshaped by various actors and the public in the changing context of the newly antagonistic bilateral U.S.-Cuba political relationship. The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. This thesis examines how the Central Intelligence Agency and the U.S. State Department differed in their approaches to dealing with the Castro regime from 1959 through the aftermath of the Bay of Pigs Invasion. Using declassified documents from the CIA and State Department, I argue that the approaches of the CIA in dealing with the Castro regime were more aggressive than the approaches of the U.S. State Department. This paper will examine how the Batista and Castro regimes policies on religious freedom were able to impact the attitudes towards practitioners of Santería, amongst the Cuban public. Santeria is a polytheistic religion practiced in Cuba that combines elements of Yoruba beliefs and Catholicism. Recently, Santeria appears to be experiencing a growth in visibility in Cuba. In this paper, I aim to examine and identify the causal link between government policies and their effect on the perceptions of Santeria during the twentieth and twenty-first centuries. I also aim to demonstrate these perceptions of Santeria have affected their visibility--or lack thereof.

The Cuban-American lobby successfully influenced Congress and various presidential administrations from the early 1980s until nearly the end of the century on U.S. foreign policy towards Cuba. Although two major events, the passage of the Trade Sanction Reform and Export Enhancement Act of 2000, and the Elián González affair of the same year, dramatically reduced the power of this conservative ethnic interest group, its influence continued during the George W. Bush presidency. This research examines how different types of political regimes shape the nature of the political satire produced under them. Unlike traditional journalism, the sly character of political humor may enable it to operate with more freedom than other forms of media while still providing social critique. This research examines three different case studies: the United States (democracy), Venezuela (semi-authoritarian), and Cuba (authoritarian) and evaluates their satire on how openly critical it is and what type of censorship it suffers. This thesis uses the historical and structural characteristics of the Venezuelan-Cuban healthcare program, Mission Barrio Adentro, to identify areas of resource mismanagement and how such abuses of government capital has negatively affected the Venezuelan medical system as well as the Cuban healthcare professionals involved. Hugo Chávez and Fidel Castro’s healthcare diplomacy under Mission Barrio Adentro, which trades Cuban doctors for oil, has failed to provide adequate medical services to the Venezuelan citizens. Despite the drop in oil prices, the Venezuelan government has continued to funnel money into Mission Barrio Adentro using PDVSA revenues. Such reliance on oil wealth and the …

Throughout the Cold War antagonisms of the twentieth century, the United States (US) championed greater global economic cooperation and an embrace of free market principles to encourage economic growth. Post World War II, passage of the Bretton Woods Agreement institutionalized this political agenda effectively establishing the rules of global commerce. The result has been increased economic participation and trade liberalization. This dissertation discussed Cuba's processes of economic reform and political liberalization, and their impact on Cuba's foreign policy's adaptation to the post-Cold War. The first part of the dissertation explains economic reform and political liberalization from the perspective of partial reform equilibrium as a result of the Cuban Communist Party's focus on domestic stability and international legitimacy. The second part of the dissertation focused on Cuba's foreign policy dynamics associated to the domestic reform, the changes in the international system after the end of the Cold War and the asymmetric conflict between Cuba and the United States.

This thesis explores the implications of the recent restoration of diplomatic relations between the United States and Cuba. Through historical analysis and discussion of the ‘Cuban Thaw’ beginning in 2009, it proposes certain courses of immediate and long-term action for both nations, but specifically the United States, to guarantee future collaboration and mutual gain. Its conclusions emphasize the unique nature of current circumstances, which have opened a window of opportunity never before seen in the history of US-Cuban relations. Improving Rhode Island’s health care system: lessons from the Cuban model
Cuba is world renowned for its health care system. In regards to international health crises, Cuba is a leader in sending workers abroad and training doctors from all over the world. Within its own borders, the Cuban model provides free access to all citizens in which every individual has a primary care provider. Cuba boasts high vaccination rates, a long life expectancy, low infant mortality rate, and a population that is one of the healthiest in the western hemisphere.

Since the early 1960’s, Cuba and China have won international appreciation by sending doctors abroad to help where they are needed. While there was surprise in some quarters when U.S. military personnel were deployed to combat Ebola in the last months of 2014, the Department of Defense actually has a long history of medical activity. We analyze normalization of diplomatic relations between the US and Cuba. We first examine the causes of previous normalizations with Vietnam and China. From these cases, we identify factors that are key to the normalization process. These include political turnover, economic interests, other special interest groups, public sentiment, and what we refer to as the Lawnmower Effect. This effect is observed when one or both nations attempt to reopen diplomatic ties only to continually fail to establish relations due to the endurance of underlying political issues. Organized and sponsored by the Dean Rusk Center for International Law and Policy, The Cuban Embargo: Policy Outlook after 50 Years was a daylong conference exploring issues related to the impact of trade sanctions imposed by the United States on Cuba, pathways to lifting the embargo and potential U.S.-Cuba trade opportunities. Ambassador José R, Cabañas, the chief of mission at the Cuban Interests Section in Washinton, D.C., served as the keynote speaker for the event. This article was written to commemorate the 50th anniversary of Operation Pedro Pan and the subsequent Florida International University Libraries’ exhibition. It chronicles the events in Cuba and in Miami leading to Operation Pedro Pan, the largest exodus of unaccompanied children in the Western hemisphere. A total of 14,048 children arrived in the United States through Operation Pedro Pan between December 1960 and October 1962. Approximately half of the children did not have family in the United States and were taken under the care of Miami child welfare agencies. The impact of this large influx on an unprepared Miami, …

When I visited Cuba in the first few days of 1992, it was not clear that the revolution would survive. Food was in relatively short supply and electricity blackouts were common. Even long-time supporters of the revolution were pessimistic about the future. Everything that had been accomplished in its first 32 years seemed in jeopardy when the Soviet Union went out of existence at the end of 1991 and canceled most of its trade deals with Cuba. Extract: Over the last decade it has become clear that the meaning of Cubanidad and its social construction are no longer affairs conducted just in Cuba, nor even by Cubans alone. In its musical setting, Cuban culture has become a 'pan-American' cultural legacy in the widest sense, influencing both Latin America and North America. As a unique fusion of cultural influences, Cuban music also speaks with great vitality to European and African audiences, and to an emerging transnational youth culture. In 1959, Fidel Castro established a Cuban socialist state closely aligned with the Soviet Union. The Soviet Union's collapse brought an end to Soviet economic support which, combined with the U.S. embargo, created an economic crisis in the early 1990s. The Cuban government's instability and desire to maintain control overrides the individual rights of its citizens. These events are the background for the lack of fundamental human rights in Cuba today.
