Organizational Capacity Strengthening For Meaningful Social Change In Complex Environments: Methodological Implications Of A Systemic Action Research Approach, Alfredo Ortiz Aragón

Alfredo Ortiz Aragón

Are NGOs and other development interveners in the “business” of change? If so, what are we trying to change and do the ways we go about it actually support change in a meaningful way? For those that are uncomfortable with the word change, do terms like performance, results, outcomes and impact offer better ways of describing what it is we’re trying to achieve as development interveners? Are they synonymous with change or do they improve upon the concept by helping us take the messiness and imprecision out of change and package development interventions in a more professional and achievable way? …

Capacity Development And Rural Territorial Dynamics (Rtd), Alfredo Ortiz Aragón

Alfredo Ortiz Aragón

The RTD program is based on a set of hypotheses and assumptions regarding the relationships between the development conditions that need to be in place for a rural territorial dynamics vision to be possible, actual rural territorial dynamics on the ground, and the intentions of this particular program to contribute to the emergence of those development conditions by stimulating territorial dynamics. The program characterizes itself as “a research-based policy advice and capacity-development program for rural economic growth, social inclusion and sound environmental governance”. The core objective of this specific short study is “to explore how “capacity building” is being understood …

A Case For Surfacing Theories Of Change For Purposeful Organizational Capacity Development, Alfredo Ortiz Aragón May 2010

A Case For Surfacing Theories Of Change For Purposeful Organizational Capacity Development, Alfredo Ortiz Aragón

What are the capacities of an effective social change organisation (SCOs)? Different SCOs may value strategic planning capacities, while others financial accountability to donors, or improved teamwork, or networking capacities. But do the different capacities that SCOs seek purposefully support meaningful social change? How much of what SCOs deem as ‘worth strengthening’ is based on linear thinking, or unhealthy power interests, or what donors want them to want, or a combination of these? This article argues that the capacities that different organisations value are conditioned by a mix of individual, organisational and societal worldviews, including deeply held assumptions on the …

A ‘Systemic Theories Of Change’ Approach For Purposeful Capacity Development, Alfredo Ortiz Aragón, Juan Carlos Giles May 2010

A ‘Systemic Theories Of Change’ Approach For Purposeful Capacity Development, Alfredo Ortiz Aragón, Juan Carlos Giles

Alfredo Ortiz Aragón

In this article we present an emergent capacity development approach that we are developing through participatory action research in Peru and Ecuador which we call “systemic theories of change” (STOC) for organisational capacity development. We argue that capacity development should be understood as systemic learning. The STOC approach promotes reflection about how we as individuals, organisations, and broader social groups and societal configurations, understand how change occurs. This makes it possible to build improved strategic and methodological clarity about how we might continually develop he capacities to contribute more effectively to emergent, social change in highly complex environments.

Learning Purposefully In Capacity Development: Why, What And When To Measure?, Alfredo Ortiz Aragón, Peter Taylor Nov 2009

Learning Purposefully In Capacity Development: Why, What And When To Measure?, Alfredo Ortiz Aragón, Peter Taylor

Many capacity development (CD) programs and processes aim at long‐term sustainable change, which depends on seeing many smaller changes in at times almost invisible fields (rules, incentives, behaviours, power, coordination etc.). Yet, most evaluation processes of CD tend to focus on shortterm outputs focused on clearly visible changes. This opinion paper will offer some ideas on how to deal with this paradox, by examining how monitoring and evaluation (M&E) does, or could, make a difference to CD. It explores whether there is something different and unique about M&E of CD that isn’t addressed by predominant methods and ways of thinking …
