An important role in the development of the “programming partnership” in relation to Central Asia as a single region played assessments and findings of experts, the political forming circles of the United States with regard to security issues, as well as the dissemination of American values. Thus, the "programming partnership" of the United States in Central Asia is somewhat different from the usual counterparts used by the United States in other countries. American experts have identified Central Asia as a multifunctional and multicultural geopolitical region, communicating with other spaces, from which various signs of the threats of terrorism appear.
