Rare earth minerals contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as Blackberries, and satellites. The U.S. has some rare earth resources, but is heavily dependent on access to them from from Afghanistan, Bolivia, and China. Losing access to these resources would have significant economic, military, and political implications. Το παρόν άρθρο επιζητεί την σύντομη παρουσίαση της τουρκικής στρατηγικής κουλτούρας - ή κουλτούρας ασφάλειας - μέσα από την ανάλυση των αντιδράσεων της Τουρκίας απέναντι στις εξεγέρσεις του αραβικού κόσμου. Για την επίτευξη αυτού του σκοπού ορίζεται αρχικά η έννοια «στρατηγική κουλτούρα» και στη συνέχεια εξετάζονται στοιχεία και παράγοντες που επηρέασαν και επηρεάζουν την τουρκική εξωτερική πολιτική, περιφερειακή πολιτική και στρατηγική συμπεριφορά. Το θεωρητικό και ιστορικό πλαίσιο της τουρκικής στρατηγικής κουλτούρας θα εφαρμοστεί στην περίπτωση της πολιτικής της Τουρκίας απέναντι στις αραβικές εξεγέρσεις σε μια προσπάθεια επεξήγησης των κινήσεων της Άγκυρας και των παραγόντων που επηρεάζουν τις στρατηγικές της επιλογές.

In the last half-decade, the “rise of the left” in Latin America has been studied extensively by many scholars. Whether framed as one, two, or many lefts, its various party leaders have been vocal in opposition to neoliberalism, although the orientation of their policies and governments toward neoliberalism has been mixed (Panizza 2009). The most influential and visible case of an anti-neoliberal government is that of Venezuelan president Hugo Chávez Frías.

Party System Dynamics In Bolivia: Regionalized Party Politics In A Devolving State, Miguel Centellas

In 2009, Bolivia adopted a new constitution that grants significant political autonomy to the country’s nine departments. The creation of nine autonomous departmental governments with elected executives (governors) and legislatures (departmental assemblies) represents a radical departure from the traditional unitary state model. This raises a number of empirical and theoretical questions about the relationship between national- and department-level institutions in the context of a devolving and democratizing state—particularly one with a hegemonic government party facing regionally concentrated opposition. National Identity And The Education Of Immigrant Youth In Spain, Kathleen C. Mautner

Scripps Senior Theses

This thesis examines the present-day educational policies enacted by Spain in response to the country’s growing immigrant populations, specifically by comparing the policies implemented in two of Spain’s distinct autonomies. The thesis ultimately argues that the regions’ differing conceptualizations of national identity and their distinct relationships to the central Spanish state play a fundamental role in their motivations to enact comprehensive and effective policies that promote immigrants’ educational and social success.

You Say You Want A (Nonviolent) Revolution, Well Then What? Translating Western Thought, Strategic Ideological Cooptation, And Institution Building For Freedom For Governments Emerging Out Of Peaceful Chaos, Donald J. Kochan

With nonviolent revolution in particular, displaced governments leave a power and governance vacuum waiting to be filled. Such vacuums are particularly susceptible to what this Article will call “strategic ideological cooptation.” Following the regime disruption, peaceful chaos transitions into a period in which it is necessary to structure and order the emergent governance scheme. That period in which the new government scheme emerges is particularly fraught with danger when growing from peaceful chaos because nonviolent revolutions tend to be decentralized, unorganized, unsophisticated, and particularly vulnerable to cooptation. Despite its Ottoman past in the continent, Turkey did not show a serious interest in African affairs until recently. However, since 1998 there has been a revival in Turkey's involvement in developing relations with Africa. This was a passive attempt initially, but after 2005, it became an offensive one that culminated in the first Turkey–Africa Summit in 2008 and booming economic relations. Myths are important, yet overlooked. Myths, dreams, desires and false information prime the pump of imperial expansion, which explains how new regions of the world get absorbed into the expanding world system. This book explores the role that information plays in the expansion of the state system. High risk, high return behavior subsidizes later 'rational' strategies. The Northwest Passage, Prester John, West African rivers of gold, and Marco Polo's silver-roofed land of Zipangu all provide examples. This article analyzes the stages of the Syrian crisis’ escalation and the various Turkish reactions. Each stage of Turkey’s management of the crisis reveals certain features of its foreign policy. By examining its reactions throughout the crisis we can observe the gap between the capabilities and aspirations of Turkish foreign policy. The result is a “talking timeline of events” which shows that the Syrian crisis has been a “reality check” for Turkey.

Sicherheit und staatlicher Aufbau werden heute bei der Stabilisierung und Friedenssicherung fragiler Staaten immer zusammen gedacht. Im Südsudan steht das nächste große Staatsaufbauprojekt an, von dem für die Sicherheitslage in der volatilen Region am Horn von Afrika viel abhängt.

Bisher haben westliche Staatsaufbaustrategien den westlichen demokratischen Nationalstaat und seine Verwaltung zum Vorbild genommen, um Unterstützung beim Aufbau ähnlicher Strukturen zu leisten, zuletzt im Irak und in Afghanistan. Die Ergebnisse dieser Strategien sind sehr durchwachsen. Kritiker führen an, dass die schlechte Performanz an mangelnder Berücksichtigung der Bedürfnisse und vorhandener Governance-Strukturen in den Zielländern liegt.

On A Condition Or A Mission?: Examining The Political Histories Of Anti-Poverty Policies In Brazil, Venezuela And Colombia, Diego A. Melo

Latin American Studies Honors Projects

Political culture, fiscal constraints and institutional incentives have shaped the making and implementation of Conditional Cash Transfers (CCT) in Latin America. However, why have CCTs consolidated in Brazil, been secondary in Colombia and remained absent in Venezuela? Brazilian authoritarian legacy and neoliberal rationality combined with strong federalism during economic downturn and provided room for experimentation in social policy, eventually leading to the incorporation and future universalization of CCTs (Bolsa Família). In contrast, less rationalized bureaucracies in Colombia and Venezuela have operated under strong presidentialism, allowing economic recessions and executive electoral incentives to shape weak CCT implementation (Familias …
