Professional military reading lists have existed for a long time in the U.S. military and in other national militaries. They are frequently updated and intended to enhance the professional knowledge of military professionals in areas ranging from cultural awareness, ethics, leadership, international relations, military history and military operations, and areas of expertise considered essential to successfully executing the operations of their military service branch. These lists are prepared by the leadership organizations of these armed services such as the Air Force Chief of Staff, U.S. Army’s Chief of Staff, Chief of Naval Operations, and Marine Corps Commandant. This Border Brief describes the latest developments in the use of the Jay Treaty for international tuition waivers at U.S. and Canadian higher education institutions. Knoxville competes with other mid-sized metropolitan areas for economic development and business attraction at the national level. Cities such as Greenville, SC, Huntsville, AL, and Ann Arbor, MI have similar resources and attributes to Knoxville, yet they are consistently surpassing Knoxville in business attraction and expansion. It is necessary for policy makers to understand what factors are contributing to underperformance in order to better support Knoxville’s efforts to create an innovation fund. The core international human rights treaties from the United Nations have been signed and ratified by varying groups of states, and much of previous research has been dominated by a desire to explain ratification of international human rights law (IHRL) through the democratic lock-in effect and states’ economic and political ties to one another. Urban warfare is as old as human history. It is becoming increasingly important in international political and military planning due to increasing global urbanization and the presence of megacities (urban areas with populations exceeding 10 million) in many global regions and being in areas of recent and potential military conflict. 2018 World Bank data notes that approximately 56% of the world's population lives in urban areas which is up from 34% in 1960. OBJECTIVES: The aim of this paper is to analyse Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. METHODS: The aim is to analyse the content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers. Peru has witnessed an increase in protest activity over the past decade, seemingly related to natural resource extraction. Yet protests were more prevalent in some provinces than others. What explains this variation? I hypothesize that a mining company's announcement of the creation or advancement of a project has a greater effect on the likelihood and frequency of protest if local people rely more on agriculture. Analyzing an original dataset on Peruvian protests between 2011 and 2015, I find the reverse: Protests are less prevalent when mining projects occur in agricultural provinces, suggesting challenges to collective action in rural areas in …

This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. A new political moment is underway. Although there are significant differences in how this is constituted in different places, one manifestation of the new moment is the rise of distinct forms of authoritarian populism. Australia released the newest edition of its Defense White Paper, describing Canberra’s current and emerging national security priorities, on February 25, 2016. This continues a tradition of issuing defense white papers since 1976. This work will examine and analyze the contents of this document as well as previous Australian defense white papers, scholarly literature, and political statements assessing their geopolitical significance. It will also examine public input into Australian defense white papers and the emerging role of social media in this public involvement. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

Most current research on forced migration focuses on explaining patterns of displacement during armed conflicts and the role that social networks play in pulling people away from conflict torn areas. But what happens to displaced persons after a conflict ends? While many of these individuals are able to resettle in the place to which they fled during conflict, some individuals return to their places of origin while others remain in limbo.
