The Department of Housing and Urban Development (HUD) emphasizes the word "community" for building economic development, citizen participations, and revitalization of facilities and services in urban and rural areas. Resident Councils are one way to develop and build community among residents of public housing. This is a study of a resident council's role of community building. Despite HUD stressing community building in public housing and investing money and policies around it, there are some resident councils that are not fulfilling the expectations of HUD. Since roughly the beginning of the Reagan administration the left wing of the Democratic senatorial cohort has enjoyed remarkable success in disparaging Republican nominees to the federal judiciary as mere "conservatives". Its argument has been that those nominees would decide cases on everything from abortion to economic regulation on the basis of their "conservative" policy preferences. Sadly, as a general rule, the conservatives have allowed the Democrats to get away with this distortion.

The Adaptiveness Of Punishing Behavior: A Baseline Study, Levente Littvay

Department of Political Science: Dissertations, Theses, and Student Research

This study sheds light on the current patterns of punishing behavior. Experimental work with ultimatum bargaining shows that individuals have a high sensitivity to fairness, and when taken advantage of, are willing to endure costs to punish deviant behavior. Third party observers of the unfair behavior asked to represent ultimatum recipients are more hesitant to engage in such punishment. This becomes ever more puzzling when we consider individuals’ high value of their own reputation in similar settings. This leaves both rational choice modelers and political psychologists puzzled. Many facets of the institution of the presidency warrant examination. Individual presidents, cabinets, staffs, and first ladies have all been studied in-depth, but one aspect of the presidency remains fundamentally unexplored: the political activities of presidential children.

Role analysis using case studies was the method of examination used. Role analysis was the method used in early studies on first ladies and is replicated in this study on presidential children. The basic assumption is that all presidential children from Kennedy through Clinton have performed political roles. This article examines recent developments in the Cyprus

negotiations and suggests a number of changes to the proposed electoral system. Specifically, cross-voting and other electoral methods that encourage coalition-building across ethnic communities might add significantly to the functionality of the Annan Plan. Combined with other innovative mechanisms already in the plan, cross-voting could force political parties to seriously take into account the interests and concerns of the two Cypriot communities, an element that is currently missing from

The key question to be addressed in this paper is why weaker states with a slight chance of winning do not avoid war against stronger states. Even though most war theory does offer a few insights about the conditions under which weak states choose war when there is only a slight possibility of winning, explanations based on either emphasis on rationality or ignorance of “interacting structure” of international relations leave many practical remedies unexplained. The Spouse In The House: What Explains The Marriage Gap In Canada?, J. Matthew Wilson, Michael Lusztig

A literature has emerged in American voting studies noting a “marriage gap”—the propensity for married voters to support the Republican party. Using Canadian Election Study data, we establish the existence of a significant marriage gap in Canada. We also seek to determine if the marriage gap is driven by socio-demographic factors or attitudinal ones. We find that while socio-demographic factors contribute to the marriage gap, they explain relatively little variance. In probing the attitudinal basis of the marriage gap further, we find that married Canadians differ from the unwed very strongly on issues of moral traditionalism, but much less so …

It is difficult to overestimate the importance of Sartori’s party system typology at least because, as Peter Mair recently pointed out, “there has been very little new thinking on how to classify systems since the seminal work of Sartori” (Mair, forthcoming). The first important party system taxonomy was proposed by Duverger in his Political Parties (1951). Duverger in this classic study identified three types of party systems: the one party system, the two party system and the multi-party system. By the early 1960s Sartori had become quite unhappy with this typology (Sartori, 1982). Sartori thought that both the one-party and …

One of the fundamental contributions of transaction cost theory and institutional economics has been to focus attention on opening the "black box" of contract enforcement, drawing attention to the institutions required to achieve effective and low-cost contract enforcement. The idea that the effectiveness of contract law is critical to the growth of economic activity is widespread in the literature on development and transition economies. Recent studies attempting to document toe relative strength of contract enforcement in different settings (La Porta, et al., 19982; Djankov, et al., 2003), however, have focused on relatively abstract notions of "courts" and "legal systems" and …

University Students From Four Ethnopolitical Conflict Zones: An Exploratory Study Of Perceptions Of Self And Country, Sean Byrne, Colleen Mcleod, Brian Polkinghorn

Peace and Conflict Studies

This exploratory comparative case study examines hopes and fears for self and country of 300 students attending university in Bosnia-Herzegovina, Northern Ireland, South Africa, and Sri Lanka. Students report living in stressful societies where ethno political and state violence were the norm. The results of this qualitative study indicate that while the young people are optimistic about their life changes, they are concerned that the conflicts could re-ignite and spiral out of control. In particular, the students’ images indicate the importance of the self-society relationship and that these young adults relish the challenge of being productive citizens in their post-conflict …

Although few scholars would dispute from an empirical point of view the fact that parties change their electoral strategies, ideological stances and organizational structures over time, there is not much agreement on how these changes, above all party organizational change, have to be understood from a theoretical point of view. A recent survey conducted in a sample of 83 countries by the Inter-Parliamentary Union in collaboration with the World Bank Institute on the “Relations between the Legislature and the Executive in the Context of Parliamentary Oversight” allows cross-national comparison for the role of legislatures in the budgetary process. One of the survey’s most significant indications is that legislatures in presidential systems are generally more involved in the preparation of the budget than legislatures in either parliamentary or semi-presidential systems. Introduction In the late 1990s, Hungarian politicians, environmentalists, and agricultural lobbyists weighed the pros and cons of allowing genetically modified (GM) food and seeds to enter the Hungarian market. Starting around 1994, a small group of Hungarian environmentalists began researching GM issues. Initially, they feared that as a post-socialist country seeking foreign investment, Hungary would become prey to multinational corporations seeking an ‘emerging market’ with a lax regulatory environment.
