In 1959, political scientist David Truman described the complexity of congressional leadership: "Everyone knows something of leaders and leadership of various sorts, but no one knows very much. Leadership, especially in the political realm, unavoidably or by design often is suffused .by an atmosphere of the mystic and the magical, and these have been little penetrated by systematic observation" (Truman, 1959, p. 94). House leadership remains a complex concept, but it has been defined more clearly and more systematically in the years· since Truman's observation.

Study of development in the Caribbean Basin is incomplete with- out considering the socioeconomic impact of international labor migration on this region, which is defined here as including Mexico, the Carib- bean archipelago, Central America, Guyana, Suriname, and French Guiana. Most of the seven books under review deal with the specific case of the Dominican Republic and in doing so bring new theoretical sophistication and depth to examining the link between migration and development. Ideological Congruence In The Chinese Countryside : Village Leaders And Their Electorates And Selectorates, Melanie Manion

Recent changes in economic and political organization in the Chinese countryside are producing a new basis for inquiry into congruence between village leaders and those who choose them—namely, their electorates of ordinary villagers and selectorates of leaders at the higher township level. This paper draws on 1990 survey data to analyze the connection between village leaders and their electorates and selectorates, in terms of congruence of positions along an economic ideology dimension measuring orientations to the importance of state management relative to private individual initiative in economic development. Given the issue's importance—the Army's future as an effective 21st-century warfighting institution—Tofflerian theory attributes that are conceptually flawed should be forcefully acknowledged. With this perspective in mind, I posit that the war forms developed in War and Anti-War, specifically First and Second Wave war, are overgeneralized and distort Western warfare's historical development. As such, the war forms do not significantly further RMA theory and potentially pose a great liability. Still, these terms are becoming accepted by Army scholars because of the Tofflers' great theoretical influence.

Turning back the assault on the natural world is a monumental and complex task; even the first step – planning a network of reserves – is an enormous undertaking. This paper is intended as a general guide to the steps needed to produce a regional proposal for a Wildlands reserve system. Discordance Between Lmp-Based And Clinically Estimated Gestational Age: Implications For Research, Programs, And Policy, Greg R. Alexander, Mark E. Tompkins, Donna J. Petersen, Thomas C. Hulsey, Joanne Mor

This study examines the comparability between the last menstrual period-based and clinically estimated gestational age as collected on certificates of live birth. It explores whether sociodemographic or delivery characteristics influence their agreement and contrasts health status and health care utilization indicators, such as preterm, small for gestational age, and adequacy of prenatal care percentages, produced by each gestational age measure. The 1989-91 South Carolina public use live birth files were used for this analysis. A total of 169,082 single births to resident mothers were selected for investigation.
