Strategy As Problem-Solving, Andrew Carr
The US Army War College Quarterly: Parameters
This article proposes a new definition of strategy as problem-solving that challenges the focus on goals and assumptions of order within many post–Cold War approaches to strategy. It argues that the military needs strategy to diagnose the complex problems of the twenty-first century before they can be solved. Inspired by practitioners such as Andrew Marshall and George F. Kennan, this new definition clarifies what strategists do and offers a logic for distinguishing the use of the term strategy. Practitioners will also find problem-solving tools and pedagogies they can adopt today.

Decentralization And Centralization In Sociocratic Organizations—Dynamics, Combinations, And Hybrid Solutions, Ted Rau, Phd

The article discusses the interplay between decentralized and centralized aspects of governance in the context of decentralized self-governance and shares learnings from Sociocracy For All’s (SoFA) experience, including that decentralization is an active process that requires preparation, budget, strategy, and information can act as centralizing forces, and decentralization requires different ways of thinking about responsibility and leadership. SoFA is a young membership organization founded in 2016 promoting sociocracy, a governance system with consent-based decision-making in small groups, in nonprofits and other organizations.

The concept of hybrid war has evolved from operational-level use of military means and methods in war toward strategic-level use of nonmilitary means in a gray zone below the threshold of war. This article considers this evolution and its implications for strategy and the military profession by contrasting past and current use of the hybrid war concept and raising critical questions for policy and military practitioners.

The article analyzes the influence of fundamental political and socio-economic changes in Uzbekistan on the formation of a new strategic situation in an important region of Eurasia. The emergence of a new, dynamically developing Uzbekistan, having a central position in Central Asia, can revive not only the region itself, but also the neighboring regions through which the Great Silk Road passed. This paper is designed to expose vulnerabilities within the US electoral system, the use of cyberspace to exploit weaknesses within the information assurance strategies of the democratic and republican party organizations, and deficiencies within the social media communications and voting machine exploits.
