The European Union (EU)’s response to the 2022 outbreak of open armed conflict between Russia and Ukraine is a notable example of democratic coalition involvement— where several democracies elect to involve themselves (either directly or indirectly) in conflict as part of a multinational force. However, in terms of aid as a percentage of GDP, there are significant variations in bilateral commitments. Whether and to what degree internal threats could indeed lead to external conflict has been the focus of great swaths of International Relations scholarship. In their seminal work on International Relations, Haas and Whiting (1956) argue that state leaders “may be driven to a policy of foreign conflict—if not open war—to defend themselves against the onslaught of domestic enemies” (62). After attempting to overthrow the government of Fulgencio Batista in 1953, Fidel Castro fled to Mexico where he, his brother, Raul Castro, Ernesto Che Guevara, and other revolutionaries were later jailed by the Mexican government under the orders of the Batista dictatorship to be returned to Cuba. Using his knowledge of the Mexican Revolution, Castro wrote a letter asking for help from former president and revolutionary general, Lázaro Cárdenas, appealing to his sense of revolutionary history and social justice. This paper seeks to examine the relationship between domestic level inequalities and broader international behavior, specifically that involving multiple state actors. It is hypothesized that increasing levels of domestic inequality will lead towards a decrease in willingness towards multilateral action. The sampling of inequalities spans the realms of income distribution, gender, and educational attainment while attitudes towards multilateral action are characterized by participation in treaties and participation in international organizations.
