A Fake Future: The Threat Of Foreign Disinformation On The U.S. And Its Allies, Brandon M. Rubsamen

This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

The COVID-19 pandemic has prompted governments in various countries to involve a wide range of actors, including intelligence. Since the beginning of 2020, the State Intelligence Agency (BIN) in Indonesia has been actively involved in dealing with the COVID-19 pandemic. The deployment of intelligence bodies in handling a pandemic is a common practice that many democratic countries do. However, intelligence must operate within the confines of its mandate, function, and democratic principles. Arus Foreign Terrorist Fighters (FTF) memicu kekhawatiran dunia, termasuk negara-negara di Asia Tenggara. Pada tahun 2017, Indonesia mengajukan inisiatif “Our Eyes” untuk menciptakan sebuah wadah bagi negara-negara ASEAN untuk bertukar informasi intelijen guna memberantas kegiatan terorisme transnasional. Inisiatif tersebut kemudian diubah menjadi “ASEAN Our Eyes” (AOE). Tetapi, beberapa tahun setelah dibentuknya inisiatif tersebut, terjadi peristiwa pengeboman gereja di Jolo, Filipina. Inisiden tersebut menunjukkan hambatan untuk mengimplementasikan inisiatif AOE. China is identified as posing a key challenge to US national security interests in cyberspace. These threats are incurred across the spectrum of conflict, ranging from low-level crime, to network penetration, to cyberattacks that have the potential to cause major physical destruction. The revelations of PRISM and XKeyscore by ex-National Security Agency (NSA) analyst Edward Snowden resulted in arguably the largest intelligence leak so far in the 21st century. The leak revealed that the NSA was working with the British Government Communications Headquarters (GCHQ) on surveillance and data collection of individuals throughout Europe. Similarly, the NSA also colluded with the German Federal Intelligence Service (BND) on similar data collection and surveillance activities.
