The United States must place Russia’s focus on geographic concerns at the center of future strategy development to build a constructive relationship with Russia and achieve US regional goals. This article analyzes Russia’s geography and historical impact on Russian foreign policy, outlines Moscow’s current foreign policy goals, and highlights underlying concerns for US policymakers and military practitioners. By pursuing policies that support Russian goals of economic integration, mitigation of demographic concerns, and security of national borders, the United States can set the foundation for productive engagement on critical issues.

This paper explores the Holy See’s role within the international order of states. Although viewed primarily as a religious institution, the Holy See’s position as a sovereign state and head of a religious body allows it to have a prominent voice on the world stage. I examine the IR theories of constructivism and realism in relation to the Holy See’s influence. Gift Basket diplomacy is an interest-based approach to negotiation that encourages voluntary commitments as incentives for cooperation. International diplomats used this approach during the Nuclear Security Summits (NSS), and it is the new standard for international cooperation. This model was successfully replicated in climate talks and led to a global effort to combat climate change. The use of house presents, and gift baskets encourages leadership and team building, to excel beyond intractable consensus-based stalemates. As countries embrace innovative technologies, thus increasing the speed of interstate communication, the overall nature of interactions between states is changing. Consequently, core diplomatic structures are shifting from the private realm to the public sphere. I argue that Information Communication Technology (ICT) is the major agent of this shift. Less distance between electorates and diplomatic agents due to ICT allows the public to more directly influence international diplomacy. The following exposition outlines a synthesized account of diplomatic relations in the 21st century, highlighting the crucial importance of engaging the Global Civil Society (NGOs and civil society) in an age of global communication, and stressing the importance of the development of a new system of diplomacy, drawing upon the best elements of existent theories. This is a paradigm shift away from the nation-state towards both non-state actors and individuals, and towards regional and global movements and organizations.
