The Year in C-SPAN Archives Research
The C-SPAN Archives records, indexes, and preserves all C-SPAN programming for historical, educational, and research uses. Every C-SPAN program aired since 1987, from all House and Senate sessions in the US Congress, to hearings, presidential speeches, conventions, and campaign events, totaling over 200,000 hours, is contained in the video library and is immediately and freely accessible through the database and electronic archival systems developed and maintained by staff.

Comparative Civilizations Review
This article – the first of two – elaborates and endorses the understanding of civilization as advanced by R. G. Collingwood. Particular attention is given to two of his most neglected works, The New Leviathan and "What 'Civilization' Means." The New Leviathan in particular was written in the context of the rise of fascism and the prosecution of World War II. To support the war effort, Collingwood reconceptualized notions of civilization and linked it to a rationality of self-determination. "If You Can Hold On...": Counter-Apocalyptic Play In Richard Kelly’S Southland Tales, Marcus O'Donnell
Journal of Religion & Film
Richard Kelly’s Southland Tales (2006) presents a dystopic, post-apocalyptic, near-future through an aesthetic, which fuses contemporary postmodern screens with the phantasmagorical of traditional apocalyptic visions. This article argues that Southland Tales is an example of what feminist theologian Catherine Keller calls the “counter-apocalyptic” (Keller 1996:19-20). Through strategies of ironic parody Kelly both describes and questions the apocalyptic and its easy polarities. In situating the film as counter-apocalyptic the paper argues that the film both resists the apocalyptic impulse however it is also located within it. In this sense it produces a unique take on the genre of the post-apocalyptic film …

Congress's Treaty-Implementing Power In Historical Practice, Jean Galbraith

Historical practice strongly influences constitutional interpretation in foreign relations law, including most questions relating to the treaty power. Yet it is strikingly absent from the present debate over whether Congress can pass legislation implementing U.S. treaties under the Necessary and Proper Clause. Drawing on previously unexplored sources, this Article considers the historical roots of Congress’s power to implement U.S. treaties between the Founding Era and the seminal case of Missouri v. Holland in 1920. It shows that time after time, members of Congress understood the Necessary and Proper Clause to provide a constitutional basis for a congressional power to implement …

In this article, the relations between various colleges (with special attention to Michigan State University) and the United States Government are explored in relation to America’s effort in nation building in South Vietnam in the late 1950s. During America’s efforts in Vietnam more reliance was put upon collegiate institutions to help negotiate foreign policy. One of the major issues regarding South Vietnam was technical assistance, and how we should implement assistance into the third world. This paper attempts to formulate the best comprehensive strategy for achieving equal rights under the law for gays and lesbians. One of the main ways this paper attempts to formulate such a strategy is by looking at the tactics that allowed previous movements, such as abolitionism and the Civil Rights Movement, to succeed. This paper considers which of the tactics of these movements should be adopted by gay rights activists. Some tactics, such as civil disobedience, are determined to be useful for gay rights activists. This paper will address evidence linking the former Secretary of State, General Colin Powell, to the hotly-debated torture program of the George W. Bush (GWB) administration. The evidence in this paper suggests that the policies and practices of torture in the War on Terror were planned and authorized by General Powell and other senior officials in the GWB administration.

Despite mixed response by voters to the idea of sending tax dollars to other countries for any purpose, administrations since Franklin Roosevelt have used foreign aid as part of their economic and foreign policy. The Bush administration and the Department of State under Colin Powell's leadership were no exception, and even raised foreign aid levels. Why did we go to war with Iraq and what are we still doing there? This question is one of our most pressing foreign policy issues and continues to be hotly debated by politicians, journalists and citizens. The invasion of Iraq in 2003 was executed in a strikingly different fashion than the strategy used in an earlier conflict with Iraq, the Persian Gulf War of 1990-1991. Rather than follow a strategy consisting of clear goals, overwhelming force and a predetermined exit strategy, the US military blundered into Iraq in 2003 without a way to measure victory and without a plan …
