Lobbying regulation is a public policy approach capable of enriching participatory democracy while decreasing the dangers of corruption sometimes associated with lobbying. Here we present some insights into the state of lobbying regulations around the world today for scholars, practitioners and for society at large. We discuss the challenges in terms of defining lobbying and its regulation both academically and legislatively. We explore the broad context of lobbying regulation and the range of lobbying registers that have emerged over the years. This chapter charts the DAC’s Cold War history. During this period the DAC established much of the institutional and intellectual scaffolding of international development cooperation. Moreover, participation in the DAC also orchestrated a quiet revolution in the identities of its members, forging them into an imagined community of donors in which the supply of development assistance came to be seen as a routine function of modern industrialised states. Ireland suffered a lot economically in the Great Recession, yet its policies continued on a neoliberal trajectory, making Irish neoliberalism less a non-dead Zombie and more like a reinvigorated Frankenstein’s monster, with ordoliberal transplants from Germany grafted into an Anglo-American neoliberal composite body. Yet along with these continuities come much change. There was political change in party strengths and personnel. Chapter 3 sketches the OECD's role in economic governance, in particular the pursuit of its obligation to promote policies which maximize economic growth. While the OECD's work in the economic field evolves, its mechanisms of economic governance have barely altered. Richard Woodward argues that the OECD exerts ‘subtle discipline’ over the trajectory of economic governance through the use of its soft law mechanisms such as surveillance and peer review. This chapter examines the dramatic changes in the Irish Congress of Trade Unions’ (ICTU) influence over public policy during the latter half of the twentieth century. The chapter focuses upon the impact economic crises have had on the ICTU’s role in policy-making. The chapter concentrates, in particular, upon four periods, the late 1950s, 1970, the early 1980s and 1987, when the ICTU found its influence over public policy radically transformed.
