The Indigenous people of Europe known as the Sami, (also spelled Saami) many of whom live throughout the world, have continued to maintain active nomadic communities today as their ancestors did. A wide spanning region of Northern Europe’s Arctic Zone or Sampi often referred to as Fennoscandia, encompasses four countries, Norway, Sweden, Finland, and Russia’s Kola Peninsula (Roland & Löffler, 2012). This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The study also suggests some strategies for further deepening and empowering the trilateral cooperation, such as developing the environmental protection industry and carbon trading market, involving funds and non-state actors, and improving institutionalization. Recently, the Philippines has been demonstrating its interest in using nuclear energy, including addressing issues and gaps in its nuclear energy preparations, several of which fall under nuclear security, nuclear emergency preparedness and response, and regulatory capacity. This article argues that the ASEAN member states’ growing regional cooperation in nuclear safety and security, spearheaded by the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), can have a strong positive impact on the Philippines’ nuclear energy preparations. As the nation’s only comprehensive nuclear research and development institute, the Japan Atomic Energy Agency (JAEA) has long-standing experience developing and operating nuclear technology in all steps of the fuel cycle. Bhutan has adopted Gross National Happiness (GNH) as a way of determining its society’s success in contrast to purely economic goals and the singular use of the gross domestic product indicator. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state.
