I want to use this opportunity to discuss a phenomenon that continues to plague the human experience. It is called the game of war. War is perhaps the deadliest game that humanity has created. The conflict itself represents what appears to be opposing views about the way things should be. Each side believes that it is right and that its actions are justified. Each side therefore seeks to impose its views on the other or to defend its views against the other. Each side fears the other as an enemy and each side projects its fears onto its perceived “enemy.”

This message has several purposes. First, I want to express my immense joy that Chip Baggett and I are serving as Co-Presidents of AHP since August 16, 2009. In my view, Chip and I are long-time friends, who have a transcendent connection and synergistic energies. My desire and intent is for our co-presidency to mirror the effect(s) of synergistic collaboration as a “point of attraction” that can assist in the evolution of human consciousness across often “perceived personal and societal boundaries” (e.g., race, culture, ethnicity, class, individual and collective belief systems, and dogma). Since slavery has been made illegal in nearly all countries in the world, and as modern advances allow more ttention to be focused on other social improvements to make the lives of people better, there is a dark and hidden underbelly around the world that most people do not want to hear about. South Africa is known to have the largest HIV epidemic in the world with 5.7 million people currently living with HIV, according to UNAIDS. In light of the crisis, South Africa's Treatment Action Campaign (TAC) has led the social movement for increased treatment access for people living with HIV through lobbying the government, multinational pharmaceutical companies, and grassroots campaigning. Since it's founding a decade ago, TAC has been highly acclaimed both regionally and internationally for its success. The authors conclude that Montenegro could be the key for Balkan peace. Relieved of its Yugoslav appendix, Serbia might finally focus inward on the pressing economic problems and opt for democratization and cooperation with the international community. However, it might also be that Montenegro is a trigger for a new protracted civil war, a new Vietnam, which will immerse the future of Balkan people in uncertainty.

In the past, the starting point for threat identification was the nation state. Today, national boundaries have lost much of their significance and global forces lacking identifiable national frontiers represent a real threat to US security.
New technologies have facilitated the development of advanced terrorist methodologies and tactics.
A new and increasingly significant threat is hostile forces which operate within the borders of states which are friendly to the United States.
American universities are increasingly vulnerable to new transnational threats by virtue of the opportunities they present for acquisition of dual use technological skills.

This book is one of several by several authors that grow out of the Culture Matters Research Project of the late 1990s. Mariano Grondona developed the grid of twenty-five elements of culture. A similar approach was developed by the anthropologist Edward T. Hall in his classic study, The Silent Language (1959). Ronald Inglehart has tested data from the World Values Survey and has found considerable correlation to support the Progress Typology about which he written.

The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. To overcome identified gaps, it is argued that Amartya Sen’s Capability Approach (CA) constitutes a relevant framework for designing disability policy and implementation.
