Recent decades have seen extensive changes in how researchers in the sciences work. Online platforms enabled by Web 2.0 technologies (collectively known as “open” or “networked” science) have created multiple new channels for informal communications, revolutionizing the ways in which scientists collaborate and share results. Meanwhile, digitization and open access publishing have brought fundamental change to modes of publication and distribution for scientific journals. Yet the primary vehicle for the formal publication of results, the scientific article, has been much slower to alter in format. Should these publications and conference presentations count towards tenure decisions? Are faculty tenure and promotion committees also being fooled? This paper explores the librarian role as gatekeeper, curator, and broker of knowledge. What are the characteristics and danger signs of low quality and predatory publishers? How can librarians promote and support publishing with reputable publishers and help improve manuscript quality?

Eastern Kentucky University (EKU) Libraries began exploring the institutional repository (IR) landscape in 2009 with the intention of publishing electronic theses and dissertations (ETDs), journals, special collections, images, videos, sound files, or anything else that would fit a need for us. The hosted systems we examined were effective as either platforms for displaying special collections or platforms for managing publishing processes. However, we didn’t find a system that did both of those things well.

The Aga Khan University (AKU) is serving through eleven campuses spread across eight countries in three continents. It has a network of eleven libraries, although small in size, in five developing courtiers in three regions (South Asia, East Africa, and Europe). The university has recently implemented an Institutional Repository (IR) system to show-case the intellectual and scholarly output of the university. The selection of this system was done after a thorough study of available platforms, and in line with AKU vision and mission. The stakeholders were involved in decision making.
