Conceived at the Library Publishing Forum in 2017, the Ethical Framework for Library Publishing was a first-of-its-kind document for the LPC and the library publishing community. But remarkable social upheaval in the ensuing years, along with the continued maturation of our discipline, prompted the LPC to convene a task force to update the Framework for our current environment. What the task force developed, to our surprise, looks very little like the original document. This report documents the experience and findings of the Audiovisual Metadata Platform Pilot Development (AMPPD) project, which has worked to enable more efficient generation of metadata to support discovery and use of digitized and born-digital audio and moving image collections. This short commentary introduces and discusses the “Library Philosophy and Practice (LPP) Phenomenon,” wherein a scholarly journal published in a developed country has an extremely large number of authors from developing countries, relative to the typical journal. Elements of journals that fit the LPP phenomenon are discussed, as well as what this phenomenon says about barriers to scholarly publishing for researchers from developing nations. Implications for journals that lack diverse authorship from developing nations are listed. This phenomenon may be studied in other disciplines to further illuminate divides in the scholarly realm.

A team of four people administers the UNL institutional repository (https://digitalcommons.unl.edu), which is one of the largest (109,000-plus full text items) and most-accessed (over 62,000,000 downloads) in the United States. The team also administers a robust library publishing program with over 80 scholarly monographs and 12 peer-reviewed journals. A recent focus of the program has been open educational resources, partnering with scholars to identify or create free online learning objects.

Over the past three years, we have monitored the global organization of social media manipulation by governments and political parties. Our 2019 report analyses the trends of computational propaganda and the evolving tools, capacities, strategies, and resources.

1. Evidence of organized social media manipulation campaigns which have taken place in 70 countries, up from 48 countries in 2018 and 28 countries in 2017. In each country, there is at least one political party or government agency using social media to shape public attitudes domestically.

A global and multidisciplinary community of stakeholders came together in March 2018 to identify, scope, and prioritize a common vision for specific grand research challenges related to the fields of information science and scholarly communications.
