Digital Rights Management, Fair Use, And Privacy: Problems For Copyright Enforcement Through Technology, Eric A. Robinson
Other Topics
This article discusses the nature of Digital Rights Management (DRM) systems with regard to the problems they pose to traditional exceptions to copyright restrictions. Problems of fair use and the copying of material for preservation are examined in the context of the architecture of digital rights management systems, and the limitations of current DRM systems in accommodating these policies are examined. The monitoring of usage by the licensing modules of these systems is also criticized for its lack of protection of user privacy and the potential chilling of intellectual freedom. Various potential solutions to these are briefly surveyed with a …

This original research described a comparison of 50 composition topics taken from my library instruction sessions with Reference Universe versus simple keyword searching of the online catalog. Pete and I concluded that twenty-three percent of the "good" hits in Reference Universe were also found in OPAC search and that the OPAC search found fewer "good" hits overall; but also found different relevant resources.

The charge of the RUSA Sharing and Transforming Access to Resources Section (STARS) International Interlibrary Loan Committee is to evaluate trends in international interlibrary loan (ILL) and resource sharing, to develop materials and resources for international ILL practitioners, and to promote international ILL resource sharing efforts. In 2006, the committee decided to survey U.S. libraries regarding their international ILL activities as a way to gather information on the current environment and identify strategies for improving international ILL. The survey was deployed in the spring of 2007. In the fall of 2008, the committee members drafted an executive summary, which was …

Collection Assessment Of Monograph Purchases At The University Of Nevada, Las Vegas Libraries, J. Cory Tucker
Library Faculty Publications
The purpose of this article is to describe an assessment project of the monograph collection at the University of Nevada, Las Vegas (UNLV) Lied Library. The circulation statistics and in-house use of all monographs for the nine colleges at UNLV were assessed analyzing the last five years of data. The analysis included an assessment of the circulation statistics and in-house use of books purchased on an approval plan compared with books purchased by individual liaison librarians. The findings illustrated the fact that overall use of the monograph collection has declined over the past five years. The findings also showed that …

A Law Library Development Project In Iraq: Looking Back Two Years Later, Kimberli Kelmor
Georgetown Law Faculty Publications and Other Works
Sometimes you get a chance to work on a project so complex, even you don't come to fully understand its impact until years later. At least that has been the experience for me regarding the opportunity I had to work in Iraq with the International Human Rights Law Institute (IHRLI) from February 2004 to January 1, 2006. As I reported in a previous essay, IHRLI, an institute of the DePaul University College of Law headed by Cherif Bassiouni, received a United States Agency for International Development (USAID) Higher Education and Development (HEAD) contract to work with three Iraqi law schools.' …

The Delivery Of Library Materials To End Users: Taiwanese Libraries Address Special Information Needs, Chao-Chen Chen, I-Hsiu Wu
E-JASL 1999-2009 (Volumes 1-10)
Abstract
To help enhance the delivery of materials to end users, Taiwanese libraries launched four major programs to disseminate information and promote the widespread public usage of library materials. These programs, BookStart, Book Express Service, Cross Campus Delivery, and Delivery for the Visually Impaired, have proven to be quite successful in reaching their diverse population targets by addressing the specific needs for information services of those populations. This paper will focus on the various operational aspects of those outreach projects, their accomplishment, and future prospects.
The BookStart program brings books to parents and their children so …

Faculty Research and Creative Activity
Hospital library users often use library resources for doing research for scholarly and professional writing projects. Citations and format style for academic papers and publications must often conform to the “APA Style”, found in the Publication Manual of the American Psychological Association. This publication manual is among the pantheon of standard publication manuals on library reference shelves, including the American Medical Association Manual of Style, The Chicago Manual of Style, and Turabian’s “Manual for Writers”. The APA style is prominently used in social sciences and many nursing and allied health publications. Hospital librarians may be asked for advice on formatting …

Insights Into The Cultivation And Sustainability Of Academic Library Digitization Programs: Success Factors And Challenge Threats, Cory K. Lampert, Jason Vaughan
Library Faculty Presentations
Many academic libraries have invested time and resources into the creation of library digitization programs, and at this point in time there is a growing need to evaluate the impact and success of these efforts. What factors determine whether institutions achieve goals and experience long-term success or face challenges in staffing, funding, and strategic vision? This poster presents the results of a comprehensive survey administered to ARL (Association of Research Libraries) Library digitization managers to help provide a cross section of the current state of a diverse group of programs. Presented along with the survey results, the authors delve deep …

In 2007–2008, the University of Nevada, Las Vegas Libraries conducted a large collection assessment project. The Collection Assessment Committee identified several possible ways to conduct the review, one of which was using reports from the link resolver SFX. The committee used several link resolver reports in conjunction with statistics from the Libraries' document delivery department to identify trends in journal usage among disciplines. The link resolver reports can help identify new journals for purchase and are useful for providing information on user behavior.

Benchmarking Usage Statistics In Collection Management Decisions For Serials, J. Cory Tucker
Library Faculty Publications
Starting in 2007, the University of Nevada, Las Vegas (UNLV) Libraries began a collection assessment project to examine the usage of library resources and analyze user behavior of library patrons. To complete the project, a collection assessment committee was organized, and a subgroup of the committee was selected to gather and analyze data including usage statistics, collection specific information, and other data as needed. Once the data had been gathered and analyzed, the collection management department began using the statistics in decision making and changed the collection development policy for electronic resources to incorporate benchmarking of usage statistics.

The Open Archives Initiative (OAI) has recently created the Object Reuse and Exchange (ORE) project that defines Resource Maps (ReMs) for describing aggregations of web resources. These aggregations are susceptible to many of the same preservation challenges that face other web resources. In this paper, we investigate how the aggregations of web resources can be preserved outside of the typical repository environment and instead rely on the thousands of interactive users in the web community and the Web Infrastructure (the collection of web archives, search engines, and personal archiving services) to facilitate preservation. Inspired by Web 2.0 services such as …
Academic Libraries In Poland University Of Warsaw Library As An Example Of Library Transformation In Post-Communist Poland, Ewa Dzurak

This article examines the complex changes that have occurred in Polish academic libraries, especially the University of Warsaw Library (UWL), after the fall of communism in 1989.Shortly afterwards, thanks to grants from the Andrew W. Mellon Foundation, an accelerated transformation in all library practices began. In preparation for automation, the authority file was created, introducing the process of applying international standards in bibliographic description in a new climate of interlibrary cooperation. The Library of Congress classification and access to open stacks were introduced for the first time in Poland in a newly constructed UWL building. A crowning achievement of the …

Talkin' 'Bout My Generation: Exploring Age-Related Resources, Susie Skarl, Sidney Lowe
Library Faculty Publications
In the past few years, as technology has radically changed how we find and use information resources, library staff have begun to notice significant generational differences in the information-seeking behavior of library patrons. These frequent observations at the reference desk and in library instruction classes planted the first small seeds of our interest in this topic. Internet sites and online articles about generational differences are plentiful and focus on a wide range of subjects, such as learning styles, social behaviors, moral values, technological skills, marketing, communication, and workplace performance.
