This study investigated the extent to which funding, communication and marketing predict library service delivery to Persons With Hearing Impairment, PWHI, in Nigeria. Descriptive survey research design was adopted. Two states were randomly selected from each of North-Central, North-West, South-South and South-West geo-political zones. They are the Federal Capital Territory, FCT, Abuja, Niger State, Kaduna State, Kebbi State, Edo State, Delta State, Oyo State and Ondo State respectively. In August 2017, a short paper, “The 2.5% Commitment,” was distributed on several email lists. The paper proposed that every academic library should commit to invest 2.5% of its total budget to support the common infrastructure needed to create the open scholarly commons. Somewhat to our surprise, the paper and the ideas it contained have generated widespread discussions and interest. The paper was a response to the Elsevier purchase of Bepress and an article by John Wenzler that suggested that academic libraries faced a collective action problem, and that as a result they would never be able to create the …

Existing research has focused on the financial challenges affecting public libraries and how to improve library efficiency and funding. However, it is unknown how financial diversification could improve the economic fortunes of public libraries. The purpose of this study was to illuminate the unique structural, legal, and operational dynamics associated with adopting a financial diversification strategy in the Clayton County Library System (CCLS), Georgia, and to explore what would support or hinder the implementation of such a strategy. The recent economic downturn has affected businesses and educational organizations. Funding for higher education institutions from federal, state and private sectors is shrinking and even disappearing. We have to think of something else to acquire the funds we need to enhance library services. In this article, we share our success story on how the Lawrence V. Johnson Library at Southern Polytechnic State University received a grant to fund our Web-Scale Discovery Service.

This desk research involved review of available literature on funding of Nigerian Academic Libraries (NALs). The aim was to ascertain the existing sources of funds for these libraries, re-appraise the available funding strategies and provide practicable alternatives. Findings show that the surfeit of ideas, captured in literature, has not positively changed the sorry financial state of academic libraries in Nigeria. As a result, these libraries still rely on sporadic but insufficient financial allocations from their parent institutions and periodic disbursements from the Tertiary Education Trust Fund (TET-Fund). This article points to the rising cost of books that occurred in the early 1980s and its affects on library budgets. The costs made it so that book acquisitions, essential for collection development, plummeted. This necessitated other sources of funding, such as the creation of "friends of the library" groups, such as the Library Associates of Syracuse University.
