The article presents information on the American Recovery and Reinvestment Act (ARRA) and discusses its significance to libraries in Georgia. The legislation, also referred as the Stimulus Public Law 111-5, is intended to create supplemental appropriations for job preservation and creation, infrastructure investment, energy efficiency and science, assistance to the unemployed, and local and state fiscal stabilization. It also discusses the challenges posed by the legislation on library administrators. It explores the funding opportunities that public libraries need to consider.

The article reveals that the Odum Library of Valdosta State University in Georgia participated in the LibQual™ survey to assess how well the library is performing in three specific areas: Effect of Service, Library as Place and Information Control. The Library as Place section was of the greatest interest for survey participants. Noise in the library received by far the most comments, most of them negative. The author examines the noise phenomenon in his library, reviewed its history, contemplated his developing attitudes, and analyzed his thoughts about the noise issue.

As part of its Check-Out Music program, the library now has an electric guitar, bass guitar, keyboard and amplifiers. The author describes his own personal library. His father was a constant reader, and when he was young all of their books were kept on long, two-shelf bookcase in his bedroom. His personal library started with the works of Jules Verne and H. G. Wells, but in the mid-1970s, two books shaped his mind. The first two adult novels he ever bought with his own money were "Carrie," by Stephen King and "Jaws," by Peter Benchley. In the last couple of years, he have been collecting crime noir books by Ken Bruen, Charlie Huston, Dennis Lehane and others.

The construction of a new library was primary in the plan of the Coweta County Board of Commissioners and represents the first library built in Coweta County in 20 years. The development of a comprehensive strategic plan of library service is the first step a library system should take. The Public Library Association (PLA) "New Planning for Results," which has been used successfully by many libraries in the U.S. is one example of a successful planning model. The final step in the process is writing a building program.

The article reports that the Muscogee County Library board of trustees has earmarked $1 million for the purchase of materials for the Genealogy and Local History Department of the Chattahoochee Valley Regional Library System in Georgia. The amount was part of the $6.1 million that remained from a 1999 Special Purpose Local Option Sales Tax that paid for the construction of the Columbus Public Library (Main Branch).
