Purpose: The purpose of this ethnographic qualitative study was to identify and describe how community college library leaders utilize culturally responsive leadership strategies when leading their organizations, based on Horsford et al.’s (2011) Culturally Relevant Leadership (CRL) framework.

Methodology: This study identified and described culturally responsive leadership strategies of library leaders at the California Community Colleges (CCCs). As part of a thematic team, the researcher designed an interview protocol in alignment with the four dimensions of the CRL framework: professional duty, personal journey, pedagogical approach, and political context. Successful One-to-One Computing Initiative implementation requires educators to communicate and collaborate effectively with everyone in the learning community. However, other factors such as teacher’s professional development, student’s perception, and parent’s perception often affect the implementation of the One-to-One Computing Initiative. School districts, which serve low-income areas in Mississippi, have difficulties ensuring students and communities have access to the information technology they need to participate outside the school setting. Consequently, now that baby boomer library managers and administrators are beginning to retire, there are few qualified applicants to replace them. England and Australia are the frontrunners in the establishment of media literacy education in schools, providing performance and content standards, norm-referenced tests, and pre-service university training for a specialty in media education. This study examines the extent to which the conception and implementation of the public library's educational commitment to adults changed between 1950 and 2006 within the context of the institutional development of the public library and the influences exerted by internal and external forces such as philanthropic organizations, the federal government, the American Library Association, research, the public library planning process, the nontraditional education movement, and changes in public library ideology.
