Successful One-to-One Computing Initiative implementation requires educators to communicate and collaborate effectively with everyone in the learning community. However, other factors such as teacher’s professional development, student’s perception, and parent’s perception often affect the implementation of the One-to-One Computing Initiative. School districts, which serve low-income areas in Mississippi, have difficulties ensuring students and communities have access to the information technology they need to participate outside the school setting. The concept is often called digital equity. The Library and Information Science (LIS) literature has made clear that academic libraries in the U.S. have experienced decades of hiring freezes and budget cuts that reduced staffing overall and eliminated many middle management positions. Consequently, now that baby boomer library managers and administrators are beginning to retire, there are few qualified applicants to replace them. Thus, many in the LIS field have called for better succession planning by top-level library administrators (e.g., Deans, Directors, University Librarians). A key component to academic success is comprehensive mental health services for students. The intended purpose of this evaluation was to study the implementation of strength-based performance standards in one school district’s mental health training for all individuals preparing to work in a school-based environment. The context of my program evaluation was one large public school district in the United States operating in a state that mandates that each public school district implement a mental health services program. England and Australia are the frontrunners in the establishment of media literacy education in schools, providing performance and content standards, norm-referenced tests, and pre-service university training for a specialty in media education. Canada is also in the advanced stage in the development of a media literacy curriculum. The United States, although a major producer of media, lags behind these countries in preparing its teachers and students to understand the media. This study examines the extent to which the conception and implementation of the public library's educational commitment to adults changed between 1950 and 2006 within the context of the institutional development of the public library and the influences exerted by internal and external forces such as philanthropic organizations, the federal government, the American Library Association, research, the public library planning process, the nontraditional education movement, and changes in public library ideology. This historical study ascertained that, between the years of 1902 and 1941, there were libraries on Guam which served the local civilian population. Early library development on Guam (prior to 1947) did not seem to have followed the same pattern of development as libraries in the United States. This may have been due, in part, to the individuals responsible for the two library movements on Guam. The Guam Public Library System and its predecessors were established by individuals from the continental United States, where libraries had already undergone a developmental process.
