Over the past year, the University of Rhode Island (URI) has taken some steps towards shifting the default to Open Access for both faculty scholarship and student work. First and foremost, in March 2013, the URI Faculty Senate passed a Harvard-style Open Access mandate. And in February 2013, the Library and the Graduate School began making electronic dissertations and theses openly available through URI’s institutional repository. In this presentation, we will define Open Access policies and discuss why they are important. We will give an overview of our experiences with Open Access advocacy, implementation of policies, and next steps.

INTRODUCTION Traditional assessment of ways in which open access initiatives and institutional repositories have provided a return on investment normally use pragmatic measures such as download counts and citation benefits. This pragmatic approach misses out on the powerful altruistic impact of improving access to international and/or marginalized communities. Using a frame of social justice, this article considers the importance of developing altruistic measures of repositories, particularly for institutions with missions specifically related to social justice and related themes. The central purpose of an institutional repository (IR) is providing open access to scholarship. That scholarship originates primarily through the work of faculty and students at research institutions, leading research libraries to embrace IRs and the scholarly communication movement. IRs typically include student theses and dissertations and faculty publications but sometimes extend far beyond to institutional records and documents. The academic library has taken on the new role of institutional publishing house, using institutional repository (IR) services to enable journal publishing and manage conference planning. Librarians taking on this new role as publisher must know the journal publishing work flow, including online article submission, peer review, publishing, marketing, and assessment. They must understand international identifiers such as the electronic International Standard Serial Number (eISSN) and Digital Object Identifier (DOI). The allure of passing an institutional open-access (OA) policy as a strategy to populate an institutional repository is clear. After all, educating faculty to retain their rights to their scholarly publications through passage of such a policy, then requiring them to make those publications available through an IR seems a sure path to success. INTRODUCTION Research on institutional repositories (IR) has primarily focused on issues related to faculty scholarship. Thus far, little has been written on issues related to student scholarship.
