The purpose of this research study was to examine how the 15 participating Iowa teacher librarians made subscription reference database purchasing decisions and the use they observe of various reference materials by students and staff influencing these decisions. This study addresses the movement from a traditional to an ITSM approach for Help Desk services in Higher Education. The central goal of the study was the development of a Problem Management Maturity Model. The national school library guidelines place the greatest emphasis upon the teaching and learning component of school library programs led by professional school librarians. Despite findings linking school library programming, including instruction by professional school librarians, to increased student achievement on standardized tests and improved content learning through student inquiry using library resources, the importance of the instructional role of the school librarian remains largely unrecognized by administrators and teachers.

A review of the literature indicates that ELLs face both linguistic and cultural barriers. Those barriers are related to learning expectations, library anxiety, and technology. The process of curriculum design for a third grade information literacy skills unit was studied. Studies supporting the connection between a quality school library program and increased student achievement were examined for positive characteristics to be implemented into a third grade library program. State standards in reading, technology, and information skills were analyzed for integration into the design. The result is a third grade information literacy skills curriculum design for implementation into a library program. The author documented the reading growth of students by looking at their reading test data in conjunction with records of the number of books traded in the Room. A model staff development program in technology has been developed to make connections between teacher's readiness and their mastery of technology skills. Twenty reluctant teen readers were surveyed to determine their library needs and interests. Interviews with twelve high school librarians yielded suggestions for motivating high school students to read. Input from these two sources was used in developing a library program consisting of motivational activities, designed to encourage young adults to use their high school library and to read more. The resulting library program and a list of library materials ordered to meet the needs of these specific students are included.
