The author of this issue, Richard Lobban, is trained as an anthropologist. He took his B.S. at Bucknell, an M.A. at Temple University, and is currently completing his Ph. D. at Northwestern University. Since 1964 he has been active with various liberationmovements, beginning with Frelimo in Tanzania. Mr. Lobban went into Eritrea with the ELF to attend the First National Congress of the Eritrean Liberation Front. He traveled hard and dangerously while observing the operations of the liberation army and the response of villagers to it. The work of "the Missouri artist," George Caleb Bingham (1811-79), offers us a good opportunity for considering the broad subject of originality and influence in the arts. The combination of originality and convention in paintings such as Fur Traders Descending the Missouri, The Jolly Flatboatmen, and The County Election can tell us much about the dynamics of that branch of American art which sought to reconcile the inherited traditions of formal, academic European art with the often strikingly unconventional reality of a New World. Nancy Rash's superb study exemplifies the sort of reevaluation that results from tearing down the artificial walls of the gallery and the salon and relocating an artist within an accurate historical and cultural context. Rash introduces Bingham the total person: artist, certainly, but also writer, politician, legislator, polemicist, and social activist. Indeed, Bingham considered himself a public servant who just happened to be also a painter. One of the least appreciated phenomena of American culture is its remarkable history of self-fashioning. Toward the beginning of the nineteenth century, Egypt was being led by Mehmed Ali, a reformer eager to build his own dynastic state separate from the Ottoman Empire. Despite his achievements, by the end of the nineteenth century Egypt had been occupied by Great Britain for nearly two decades. This paper will examine the developments in Egypt and Great Britain that drew the two together, with particular emphasis on the growth and expansion of international finance into foreign government lending. As finance became an increasingly profitable career in Britain, financiers entered the gentlemanly class and socialized with the political elite. …

This thesis examines the role of civil society in Egypt and argues that it was central to the success of the 2011 revolution that ended in the ouster of President Hosni Mubarak. I will discuss the development of civil society under Mubarak and demonstrate its strength. In understanding civil society in Egypt, this thesis will discuss the strengths of groups such as associations, Islamist movements, women's groups, labor activism, and youth movements. From Backlash To Mobilization: Muslim American Prayer Spaces In Post-9/11 New York, George E. Melissinos

This paper argues that Muslim Americans mobilized against the threat of backlash post-9/11 through the creation of new prayer spaces and maintenance of prayer spaces already in existence before the terrorist attacks. I suggest that the successful mobilization of prayer spaces continues to provide a mechanism of support and unity against backlash for Muslim Americans in New York City since the events of September 11, 2001. I also explore how ineffective mobilization efforts, such as demonstrated by the Park51 project, fail to protect the Muslim American community against backlash.

Performing Modernity In Turkey: Conflicts Of Masculinity, Sexuality, And The Köçek Dancer, Brittany Giselle Haynes

This thesis reexamines the history of the köçek dancer in Turkey and thereby opens modern heteronormative constructs of masculinity and sexuality to contestation, particularly as they have been symbolically embodied by the rural population of Anatolia. It traces the evolution of the köçek dancer from the early modern Ottoman Empire when the dancer embodied notions of divine love and the ideal of beauty as a young male object of adult men's desires. In the nineteenth century, perceptions of the köçek began to change, primarily among Ottoman elites, whose modernization efforts were influenced by the European gaze and travelers' Orientalist interpretations …

Bleaching To Reach: Skin Bleaching As A Performance Of Embodied Resistance In Jamaican Dancehall Culture, Treviene A. Harris

This thesis examines how skin bleaching can be understood within the cultural context of Jamaican dancehall. I argue that as a cultural practice, skin bleaching can be viewed as a critique of the concomitant structural inequalities precipitated by colorism, which is a by-product of racism. In proposing skin bleaching as a queer performance of color, I attempt to illustrate the manner in which the lightening of the skin exposes the instability of racism and colorism as socially constructed, discursive regimes. If race and skin color are biological and embodied facts dictated by social reality, then bodies, which are racially marked …

It is a saga that has the sanction of official ideology and the authority of a religious edict: to go on an "errand into the wilderness," explore and subdue the frontier, which was the "basic conditioning factor" of American experience, and, in so doing, cultivate a new civilization. In another essay being published contemporaneously with this one, I have explained that as the concept "human right" is understood both in the Universal Declaration of Human Rights and in all the various international human rights treaties that have followed in the Universal Declaration's wake, a right is a human right if the rationale for establishing and protecting the right-for example, as a treaty-based right-is, in part, that conduct that violates the right violates the imperative, articulated in Article i of the Universal Declaration, to "act towards all human beings in a spirit of brotherhood." Kali, the dark Hindu goddess of time and fierce Mother of the universe, has a pervasive global presence. This project traces Her from historical roots in India across borders to temples in California. A theoretical synthesis of the experiential approaches of sensory anthropology and Victor Turner's three-part model of ritual processes, the project presents an innovative approach through which to study and articulate devotion to Kali in diverse cultural contexts. Reconstruction and development in poor, fragile countries present a double challenge: tackling the issues of poverty and underdevelopment as well as the constraints posed by instability, poor governance, and weak capacity. This context generates a range of problems that include: insecurity, insufficient planning, inadequate implementation capacity, poor financial management, misprocurement, corruption, a volatile fiscal environment, ineffective donor coordination, and negative environmental and social impacts. The happiness movement represents a new paradigm where social, economic, and environmental systems are structured to encourage human well-being in a sustainable environment. Bhutan has adopted Gross National Happiness (GNH) as a way of determining its society’s success in contrast to purely economic goals and the singular use of the gross domestic product indicator. Bhutanese policy promulgation includes use of a GNH screening tool. In the United Kingdom, happiness indicators are being used to collect data and the government is starting to explore their application to policy. Self-Reliance Beyond Neoliberalism: Rethinking Autonomy At The Edges Of Empire, Karen Hébert, Diana Mincyte

Across scholarly and popular accounts, self-reliance is often interpreted as either the embodiment of individual entrepreneurialism, as celebrated by neoliberal designs, or the basis for communitarian localism, increasingly imagined as central to environmental and social sustainability. In both cases, self-reliance is framed as an antidote to the failures of larger state institutions or market economies. This paper offers a different framework for understanding self-reliance by linking insights drawn from agrarian studies to current debates on alternative economies. Through an examination of the social worlds of semisubsistence producers in peripheral zones in the Global North, we show how everyday forms of …

In the context of shifting cultural anchors as well as unstable global economic conditions, new practices of intimacy and sexuality may become tactics in an individual’s negotiation of conflicting desires and potentials. This article offers reflection on the interface between global forces, powerful transcultural narratives, and state policies, on the one hand, and local, even individual, constructions and tactics in regard to sexuality, marriage, migration, and work, on the other. This dissertation consists of two articles focusing on foreign language interpreters in mental health. The first article is a literature review examining the existing research on mental health professionals working with foreign language interpreters while conducting therapy with refugee clients. After excluding articles that were not research studies and those that focused on physicians rather than therapists, 19 articles fit the search criteria. The majority of the articles that did not fall into the research category focused on recommendations and protocols for treatment. Utilizing Concordia Cemetery as a framework, this study analyzes the social and economic development of El Paso County and the surrounding areas after the U.S.-Mexico War (1846-48). The cemetery was a vast commercialized zone before it was a burial ground, and silenced histories, voices, and people that lived and thrived on this land are incorporated into this work. The role of the original owners, Hugh Stephenson and Juana Maria Ascarate, as well as the Mexican networks, intermarriage and Mexican American women, and the presence of ethnic Mexicans are subjects that are also examined. The purpose of this study is to examine professional hurt across the public services of the Commonwealth Caribbean with a view toward creating what could probably be the first body of knowledge that will offer insights into its nature and relationship with the practice of leadership. This paper explores the implementation of a regional capacity-building program in Solomon Islands, a state that experienced significant violence and political tension between 1998 and 2003. The July 2003 intervention of the Regional Assistance Mission to Solomon Islands (RAMSI) is a useful and relevant case study for understanding the operationalization of Pillar II of RtoP, which the authors have termed the “Responsibility to Assist” (RtoA). While RAMSI has not consciously adopted RtoP language in its operations, the rationale for the intervention included humanitarian as well as wider regional security concerns. Comparing Uses Of The Strategic Defense (Fabian Strategy) By General Washington (1776-78) And Russian Generals (1904-05), Samuel W. Bettwy

The Fabian strategy, also known as strategic defense, is a military strategy in which a weaker force avoids decisive battles with the enemy and creates delay in a war of attrition until the right moment arrives to deliver a decisive blow. General George Washington and his Continental Army, supplemented by the militia, employed this strategy successfully against the British Army during the War for American Independence. The Russian generals did not, however, employ a successful strategic defense against Japanese expeditionary forces in the Russo-Japanese War. To understand why, this paper considers the elements of the Fabian strategy and compares how …
