The Cultural Pragmatics Of Political Apology, Hiro Saito

In recent decades, research on ‘political apology’, wherein the state apologizes to victims of its past wrongs, has multiplied, as redress movements based on human rights have proliferated around the world. Since most of this research has been conducted by political philosophers, however, analyses of political apologies tend to adopt formal and normative perspectives. To propose an alternative, empirically-grounded approach, in this paper, I develop the ‘cultural pragmatics’ of political apology. To this end, I first conceptualize political apology as a social performance aimed to ‘re-fuse’ an impaired relationship between the perpetrator state and the victim individual. Japan has long been criticized for its failure to address the issue of international child abduction. In response to international pressure, Japan adopted the Hague Convention on the Civil Aspects of International Parental Abduction in April 2014. Despite its ratification of the treaty, great concern remains whether Japan is willing to comply with the legal obligations imposed by the Convention. This dissertation analyzes punitive trade conflicts between the U.S. and two trading partners: China and Japan. Punitive trade conflicts can be defined as trade wars between two states, retaliatory tariffs, or other forms of conflict, e.g. preventing the acquisition of foreign assets or sanctions for an undervalued exchange rate. I will examine several trade conflicts between the U.S. and Japan in the 1980s and several trade conflicts between the U.S. and China from 2001 to the present. In the aftermath of World War II, the Liberal Democratic Party of Japan followed Germany’s blueprint in fashioning a universal health coverage system. Comparisons to Germany’s welfare state during this same time period reveal markedly different social and mental health policy practices, as Germany’s Christian Democratic Union and Social Democratic Party cooperated toward progressive policies while the Liberal Democratic Party largely neglected social welfare expansion. The effect of these practices is reflected in budgetary provisions, institutionalization practices, and mental health epidemiology. This study examines why Japan and Switzerland have chosen to keep the vocabulary of Article 9 and neutrality, respectively, and to reinterpret their definitions to suit their needs (policy reinterpretation), instead of simply abandoning the original policy and replacing it with a new, more suitably worded policy that clarifies the changing policy position of the government (policy abandonment). By analyzing the legal history of the overseas capabilities of the Japanese Self-Defense Forces and the Swiss Armed Forces, as well as the actions and influences of the government, political parties, and the public, this study finds the following trends. In the reign of King Chulalongkorn (King Rama V), Japan was seen as a country which contributed to the development of traditional needlework and weaving for Th ai women in several ways. In addition to being the source of knowledge for Th ai women who studied further in the country, Japan also sent experts to Th ailand to teach Th ai women. Th ese contributions helped Th ai women develop expertise in traditional needlework and weaving that enhanced Thai women's status in that period.
