The following paper discusses the strengths and weaknesses of programs in Southeast Asia that focus on intra-national, regional, and international collaboration efforts and continuing professional development activities. The opportunities and threats to such programs are analyzed as well as their successful and unsuccessful strategies. The author provides a list of personal recommendations for success drawing on proven methods utilized elsewhere. Though the primary focus is on library professionals in Southeast Asian Countries ((Malaysia, Singapore, Indonesia, Thailand, Laos, Vietnam, Myanmar, the Philippines, Cambodia, and Brunei) some attention is paid to other Asian countries (China and India), as well as two African …

The trafficking of women has been a lucrative moneymaker for transnational organized crime networks, ranking third, behind drugs and arms, in criminal earnings. The U.S. military bases in South Korea were found to form a hub for the transnational trafficking of women from the Asia Pacific and Eurasia to South Korea and the United States. Japan’s civil society is being transformed as more people volunteer for advocacy and professional nonprofit organizations. In the American context, this trend has been accompanied by a decline in participation in traditional organizations. Does the rise in new types of nonprofit groups herald a decline of traditional volunteering in Japan? This article argues that while changes in civil rights, political opportunity structure, and technology have also taken place in Japan, they have contributed to the rise of new groups without causing traditional organizations to decline, because Japanese attitudes about civic responsibility have continued to support traditional volunteering.

Politics And Volunteering In Japan: A Global Perspective, Mary Alice Haddad

Politics and Volunteering begins by painting a portrait of volunteering in Japan, and demonstrates that our current understandings of civil society have been based implicitly on a U.S. model that does not adequately consider participation patterns found in other parts of the world. The book develops a theory of civic participation that, incorporates citizen attitudes about governmental and individual responsibility, with societal and governmental practices that support (or hinder) volunteer participation. This theory is tested using cross-national and sub-national statistical analysis, and it is refined through detailed case studies of volunteering in three Japanese cities. Anti-Japanese popular nationalism is rising high in China today. Little evidence to date proves that it is officially orchestrated. Nonetheless, Chinese popular nationalism still has deep roots in the state’s history propaganda which has implanted pernicious myths in the national collective memory. Fueling mistrust and exacerbating a mutual threat perception, popular nationalism could be a catalyst for future Sino – Japanese conflict over the Taiwan problem, island disputes, and maritime resource competition. The increasingly liberalized but often biased Chinese media, the role of nationalist sub-elites, and the government’s accommodation have all contributed to the strength of anti-Japanese nationalism, which cannot …

Ruling elites often make pernicious national myths for instrumental purposes, creating divergent historical memories of the same events in different countries. But they tend to exploit international history disputes only when they feel insecure domestically. Societal reactions to elite mythmaking, reflected in radicalized public opinion, can reinforce history disputes. During the 1950s–1970s, China avoided history disputes with Japan to focus on geostrategic interests. Only from the early 1980s did domestic political incentives motivate Beijing to attack Japanese historical memory and promote assertive nationalism through patriotic history propaganda, which radicalized Chinese popular views about Japan. Julie Anderson, a graduate from San Jose State University’s School of Library and Information Science in 1985, worked abroad as a librarian in Kyrgyzstan and Tajikistan from 2001 to 2005. Her experiences abroad serve to illustrate valuable exchange opportunities between librarians worldwide. She also gives her honest opinions on the state of libraries in these two countries while she was there. Nowadays, Julie can be found working as a substitute librarian and teacher at Miramonte High School in Orinda, CA.
