Labour protection has become a dominant agenda in global migration governance, particularly for sending countries whose diasporic citizens are denied political rights in host states. Despite having limited authority to arbitrate extraterritorial disputes, sending countries like Indonesia have deployed novel techniques of statecraft to improve migrant protection. Through the prism of the professional competence exam and pre-departure orientation seminar, this article investigates the Indonesian state's regulatory practices that focus on migrant conduct. Although outbound domestic workers are subject to a prolonged process of skill formation, other Indonesian contract workers pursue emigration upon acquiring basic legal knowledge without undergoing accreditation. The FSB initiated in 2017 an evaluation of the effects of post-crisis regulatory reforms, by developing a framework to assess whether the reforms are achieving their intended outcomes and identify any material unintended consequences. In tandem, MAS established an evaluation framework, which covers four broad impact areas, comprising FIs, financial markets, financial end-users and the broader financial landscape. Internationally, there have been particular concerns over whether post-crisis reforms may have impaired liquidity conditions in specific financial markets. This paper studies the real-life problem of dynamically optimizing the number of airport check-in counters to allocate for a single flight. The main feature of our work is the use of empirical data collected at the Singapore Changi Airport, which drives the dynamic optimization model of a parallel queues system. We propose an event-based dynamic programming model that simplifies considerably the optimization analysis even for large-scale problems with 700+ booked passengers. This paper studies the effects of ride-sharing among those calling on taxis in Singapore for similar origin and destination pairs at nearly the same time of day. It proposes a simple yet practical framework for taxi ride-sharing and scheduling, to reduce waiting times and travel times during peak demand periods. The solution method helps taxi users save money while helping taxi drivers serve multiple requests per day, thus increasing their earnings. Studies of informal housing and urban citizenship in South Asia frequently link the precariousness of squatter life with the struggle to formalize engagement with the state. However, this article argues that the transition to a more formal mode of making claims on the state is a shift in terrain that is no less negotiated and contested. Through an ethnography of access to electrical power in Islamabad, Pakistan, this article explores the pervasiveness of informality in access to service delivery for a squatter settlement and its bourgeois neighbors. This paper measures how localized residential density impacts housing prices in Singapore. Using exogenous variation in residential density, we find that an increase in density causes non-trivial decreases in property values: a 10% increase in density decreases price per square foot by between 1.3% and 2%. To the best of our knowledge, ours is the first paper to measure this effect.Further, we find that the negative effect of density is biggest in magnitude for low density apartment projects and the magnitude is decreasing in the density of the project, and that the negative effect of density is increasing in magnitude …

China's "Mercantilist" Government Subsidies, The Cost Of Debt And Firm Performance, Chu Yeong Lim, Jiwei Wang, Cheng (Colin) Zeng

Research Collection School Of Accountancy

China has been adopting a “mercantilist” policy by lavishing massive government subsidies on Chinese firms. Using hand-collected subsidy data on Chinese listed companies, we find that firms receiving more subsidies tend to have a lower cost of debt. However, such firms fail to have superior financial performance. Instead, firms with more subsidies tend to be overstaffed, which demonstrates higher social performance. These results are mainly driven by non-tax-based subsidies rather than tax-based subsidies. Overall, our results suggest that the Chinese government uses non-tax-based subsidies to achieve its social policy objectives at the expense of firms’ profitability.

This paper examines the extent to which a change in the cost of car ownership affects the house price gradient with respect to distance from the central business district (CBD). Theory suggests that if the cost of car ownership increases, then people will shift towards other modes of transportation, thus reducing house prices farther away from the CBD. However, the cost of car ownership is likely to be endogenous and correlated with various unobserved factors that also contribute to a change in the house price gradient. To obtain causal effects, we exploit a unique feature of Singapore’s car registration process. …

The Last-Mile Problem refers to the provision of travel service from the nearest public transportation node to a home or other destination. Last-Mile Transportation System (LMTS), which has recently emerged, provide on-demand shared transportation. We consider an LMTS with multiple passenger types—adults, senior citizens, children, and students. The LMTS designer determines the price for the passengers, last-mile service vehicle capacity, and service fleet size (number of vehicles) for each last-mile region to maximize the social welfare generated by the LMTS.
