As studies related to diaspora have become important topics in the fields of development, community culture, sociology and anthropology, ANA decided to include this topic in the forums organized at the national convention.

Although Japan, South Korea, and China share a similar history of tattoo criminality spanning thousands of years, in modern times they all hold different legal policies concerning the practice of tattooing. South Korea has the strictest laws, requiring a medical doctorate to legally tattoo, while Japan has only recently reaffirmed the legality of the practice outside of health professionals. China, on the other hand, has few restrictions on body art. Why does a state build institutional capacity in certain sectors rather than others? Despite having gained leverage explaining the emergence of institutions in the developmental states of East Asia, we have comparatively weak accounts for sub‐national variation in institutional strength, a much more common phenomenon. Investigating the surprising achievements of the Philippines’ National Irrigation Administration, this article advances a theory of sectoral success in the face of a generally poor developmental record. The author demonstrates that executives will only construct institutional capacity when facing strong political pressure combined with resource scarcity. Under what conditions does economic growth benefit the poor? One way to answer this question is to identify and compare positive and negative outlier areas, those that experience greater and lesser poverty reduction, respectively, compared to what was anticipated given their levels of economic growth. The more similar these areas, the more leverage there is to unearth the factors that allow the poor to benefit from growth. In this paper, we employ an inductive approach to glean possible pathways out of poverty from two highly similar underdeveloped neighboring provinces in northeastern Thailand. There has been heated debate over transgenic or genetically modified (GM) crops in agriculture. Advocates and critics argue over possible economic, environmental, public health implications of this technology. This study examines varying policy approaches to regulating GM crop cultivation in four developing countries where the technology has large potential application. Why have some countries banned GM crop cultivation in their territory while others encouraged it? In countries where GM crops were allowed, why have varying systems of intellectual property rights (IPR) protection been constructed? Although Western colonisers have, to varying degrees, shaped the political structures and economies of nearly all modern Southeast Asian nations, they achieved an unmatched level of cultural and institutional penetration in the Philippines. Far from the Indic influences that inspired Angkor Wat, Borobudur and Bagan, the island group was only marginally sanskritised during the pre-colonial period. With some notable exceptions in the south, Muslim communities were also never able to establish firm roots. Singapore has come a long way, since her beginnings as a sleepy fishing village and a tiny Malay settlement ruled by the Sultan of Johor. Sir Stamford Raffles first arrived in Singapore in 1819 and immediately recognised that its strategic location along the Straits of Malacca would be useful to the British in developing an alternative to challenge Dutch influence and monopoly in the region. During British colonial rule, Singapore developed into an important free port and trade city, an essential trait that continues to feature heavily in Singapore’s economic development to this day.

Since its independence from British rule in 1948, Myanmar has struggled with multiple obstacles, including a series of violent internal ethnic and sectarian conflicts, isolationist fiscal policies instituted by an increasingly distrustful military government and international sanctions and condemnation following government crackdowns in 1988 and 2007. In spite of all these setbacks, President Thein Sein’s decision in 2011 to liberalise the country’s political and economic systems has created a new wave of optimism for what was once commonly regarded as a failed state.

India does not fit easily into existing models of thought on the nature of a state and defies ease of understanding. Though India is most often considered to be a subsidy state, I show in this thesis the notion of the subsidy state does not capture the true nature of the Indian state. In this article, I examine the values and meanings that adhere to objects made by Maithil women at a development project in Janakpur, Nepal – objects collectors have called ‘Janakpur Art’. I seek to explain how and why changes in pictorial content in Janakpur Art – shifts that took place over a period of five or six years in the 1990s – occurred, and what such a change might indicate about the link between Maithil women’s lives, development, and tourism. This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid.
