The discourse on transitional justice by academics and practitioners center upon a common understanding of the importance of truth-seeking or truth-telling, reparations, prosecutions, and other institutional reforms in addressing a state’s past abuses. Policies of memorialization complement these processes of transitional justice, with the production of collective memory and history that helps transitioning states from authoritarian pasts toward reconciliation.

In eastern Nepal, a territory historically known as Limbuwan, the Limbu people make up just under 400,000. Historically, this region and its people were accompanied by the practice of kipat, a system of land tenure and management as well as one of community and cultural governance. In 2021 (1964) the Land Act formally ended the practice of the kipat system and transferred all lands to the state held raikar form of tenure. With the end of the practice of kipat came the attempted integration of the Limbu people from their traditional governing systems into the burgeoning Nepali democracy. A combination …

Singapore adopted the Westminster Parliamentary system of government from the United Kingdom. Under this system, the head of state and head of government are distinct roles that are held by different people. The head of state of Singapore is the President, and in the United Kingdom it is the monarch who holds that responsibility. The head of government in both countries is the Prime Minister. Before 1991, the President was “elected” (essentially appointed) by Parliament. The role of the President was entirely ceremonial. We use evidence from Indonesia's April 2014 legislative elections to study the relationship between incumbency, list position, candidate characteristics, and electoral success in open-list PR systems. Contrary to a recent literature identifying an incumbency disadvantage in other large developing democracies, we identify a consistent personal incumbency advantage in Indonesia. However, we argue that this advantage is mediated by party choices over how incumbents and newcomers are ranked on party lists, a key heuristic for voters in low-information electoral environments such as Indonesia.

The historyproblem is essentially a relational phenomenonthat arises when nations promote self-servingversions of the past by focusing on whathappened to their own citizens with littleregard for foreign others. East Asia, however,has recently also witnessed the emergence of acosmopolitan form of commemoration takinghumanity, rather than nationality, as itsprimary frame of reference. Whencosmopolitan commemoration is practiced as acollective endeavor by both perpetrators andvictims, a resolution of the history problem willfinally become possible.

East Asia is embroiled in one of the most titillating historical memory wars in present-day politics. A highly complex and intricate matter, conflict over history is the underpinning strain behind political and social relations between China, South Korea and Japan. Mired by the past, tension often rises from conflict over the Yasakuni Shrine visits, comfort women and the textbook matter.

This dissertation will examine how China, South Korea and Japan maintain their historical memory narratives. Through a case study method, each state is analyzed through five factors: commemoration, rhetoric, education, compensation and punishment.

Why does a state build institutional capacity in certain sectors rather than others? Despite having gained leverage explaining the emergence of institutions in the developmental states of East Asia, we have comparatively weak accounts for sub‐national variation in institutional strength, a much more common phenomenon. Investigating the surprising achievements of the Philippines’ National Irrigation Administration, this article advances a theory of sectoral success in the face of a generally poor developmental record. The author demonstrates that executives will only construct institutional capacity when facing strong political pressure combined with resource scarcity. Since 1947, Baloch have resisted inclusion into the Pakistan and have waged several waves of ethno-nationalist insurgency against the state. Scholars and Baloch nationalist leaders alike generally assert that Baloch are more secular than other Pakistanis, more opposed to the political Islamist policies pursued by the state, and less supportive of Islamist militancy in the country. However, these claims lack empirical support. We employ data derived from a large national survey of Pakistanis from 2012 to evaluate these conventional wisdoms. Contrary to claims in the literature, we find that Baloch resemble Pakistanis generally with few important exceptions.

Juche ideology, created by founder Kim Il-Sung, governs all aspects of North Korean society. This thesis attempts to answer the questions of why and how Juche ideology and the cult of personality surrounding Kim Il-Sung were successfully implemented in North Korea. It is a historical analysis of the formation of the North Korean state that considers developments from the late 19th century to the late 20th century, with particular attention paid to the 1950s-1970s and to Kim’s own writings and speeches.
