Executive Summary

the last remnants of native mixed-grass prairie in the region. The Northern Great Plains Inventory & Monitoring Network (NGPN) surveyed 8 long-term monitoring plots in Scotts Bluff National Monument in 2012 as part of an effort to better understand the condition of plant communities in the park. We measured plant diversity and cover, estimated tree and shrub density, looked for the presence of exotic species that are of concern to park management, and evaluated the amount of human and natural disturbance at all plots. Recently, the Regional Initiative to Integrate South America has begun promoting a transboundary road that would bisect the forested borderlands and connect the two largest cities in the region, while the state governments seek to promote a direct ecological railroad alternative. Both transportation initiatives promise to alter forests and rivers and transform economies and cultures, but these projects also lack the base geographic information necessary to understand their potential transboundary impacts and benefits.

Con el fin de establecer alianzas institucionales y gubernamentales, se llevó a cabo el Taller de “Integración de Datos y Desarrollo de Capacidades Técnicas para Mitigar los Desafíos Ambientales en la Amazonía Peruana y Brasileña”, el cual contó con la participación de las instituciones e investigadores de Ucayali y el estado de Acre en Brasil, con el fin de buscar estrategias para desarrollar una base de datos espaciales y elaborar los mapas que sirvan de apoyo a la toma de decisiones en el corto, mediano y largo plazo en las dos regiones fronterizas ya mencionadas.

2011 Monitoring Status

Overview

In 2011, the first year of vegetation monitoring by the Northern Great Plains Network Inventory and Monitoring staff at Scotts Bluff National Monument, efforts resulted in the documentation of 79 plant species. This was the lowest number of species among parks sampled in 2011. Graminoid (grass and grass-like plant) species accounted for only 21 (27%) of the total species, but graminoid cover was much higher than that of any other plant type. Forbs were much more diverse, but did not provide as much foliar cover.

Introduction

The Northern Great Plains Inventory and Monitoring Network (NGPN) includes thirteen park units located in five northern Great Plains states across six ecoregions. Plant community composition and structure monitoring comprises the core of the vegetation monitoring effort for the NGPN, covering the “Riparian Lowland Plant Communities” and “Upland Plant Communities” vital signs (Gitzen et al. 2010). The narrative portion of the plant community protocol can be found in Symstad et al. 2012. The narrative includes the rationale for vegetation monitoring, an overview of sample design, field methods, data management, and program requirements. Development, resource, and settlement frontiers inspired by national policies and global demand continue to expand into the international boundary lands of Amazonia. National policies promote development and conservation projects on lands already inhabited and managed. Regional governments are increasingly frustrated by the inadequate and outdated geographic information available to solve overlapping claims and improve planning in sensitive border regions. The resulting combination of inappropriate policies, contested resources, and poor geographic information in the borderlands create impacts not only for national, regional, and local landscapes and livelihoods but also foreign relations due to transboundary effects. This paper aims to advance two objectives: (1) identify and explore greenhouse gas emissions from urban areas in Asia at the regional level; and (2) explore covariates of urban greenhouse gas emissions. We use the Emissions Database for Global Atmospheric Research estimates for carbon dioxide, methane, nitrous oxide, and sulfur hexafluoride from 14 source activities for the year 2000, which are allocated on a 1/108 global grid. We extract emissions for 3535 urban extents all with populations over 50,000, accounting for approximately 91% of the region’s urban population. We use regression analysis to associate emissions with urban area and growth, …
