This article provides a synthesis of the interconnected problems of tenuous energy access, wildfires, and exposures to high air pollution in Indigenous communities in rural California through the lens of ongoing collaborative research being carried out by researchers at Cal Poly Humboldt, Schatz Energy Research Center, Karuk Department of Natural Resources, and the Blue Lake Rancheria Tribe. The collaboration is funded by the Strategic Growth Council of the state of California, and we hope is the beginning of a longer term relationship between all partners. This project investigates the practice of strategic boundary drawing in energy and resource project reviews. Focusing on applications to Canadian federal and provincial review bodies over the past 20 years, we ask: to what extent have proponents of oil and gas projects, hydroelectric dams, mines etc. used two strategies: 1) ‘slicing’ complex projects into multiple parts and filing separate applications for each, or 2) ‘splicing’ multiple actions together into a single application – with what outcomes for regulatory approval? The Demotechnic Index (DI) is a non-dimensional metric that is the scalar multiple of energy consumption over and above that required for mere subsistence of a national population. Thus, the DI is a measure of energy efficiency that scales a country’s industrial energy consumption (called the total technological energy) and the energy required to meet the metabolic demand of the population (called the total metabolic energy). Combatting climate change requires a rapid transition to renewable sources for energy generation. In the United States, the electricity sector alone accounts for 28% of greenhouse gas emissions (28%), with about 63% of electricity generation derived from burning of fossil fuels (EPA, 2020). In order to lower greenhouse emissions from the energy sector, federal, state, and local policies must pave the way for renewable energy and energy efficiency innovations and policies. The primary objective of this research is to critically analyze changes in perceptions associated with hydraulic fracturing within Dimock, Pennsylvania. Residents of Dimock initially welcomed fracking in 2006 due to positive corporate rhetoric promoting economic benefits such as mineral rights acquisition, land-leasing, and local business development. However, economic benefits diminished as Dimock advanced through a boom period resulting in a current economic and ecological bust. Two months of data collection occurred in the summer of 2016 using semi-structured interviews, participant observation, and document analysis. Climate resilient communities can be achieved with the support of global research, development, deployment, and diffusion of environmentally sound low GHG emission technologies and processes. Technology cooperation should lower emissions remaining mindful of biodiversity, ecosystem services and livelihoods. China and the United States need to respond effectively to both economic and climate crises and can do so in part by cooperating on environmentally sound technology that transforms the global use of energy.

Energy poverty is a growing phenomenon culminating from the combination of low to mid household income, deteriorating housing structures and rising household energy costs. Energy prices are increasing for all households, but the burden is proportionally larger for those with low to mid income. These groups must sacrifice to afford energy and are often unable or do not have the autonomy to make structural improvements, especially if they rent their home.
