This paper is divided into three sections which are composed of define, use and practice of geopolitics in Turkey particularly in the hands of the military. In the first section, the paper interweaves the problem of meaning with the discourse of geography and geopolitics and argues that defining geopolitics by referring to the “state” rather than “normal politics” determines who can speak and shape geopolitical discourses. In this paper, I will analysis the link between political ontology of exceptionalism and state in/security in the war on terror from a perspective which is based on Giorgio Agamben’s political-philosophical theory of “state of exception” and Foucauldian concept of governmentality”. This paper introduces an analytical and methodological term of “governmentality of exception” [Agamben, 1998; Foucault, 1991] in order to understand/interpret unpack the concept of state in/security and to analyse its rational, conceptual and institutional components. This paper argues that soft balancing theory provides the best framework to understand Turkey’s foreign policy towards the US in terms of its unilateral policy on the issue of Iraq in the post 9/11 era. To put the matter bluntly, Turkish foreign policy regarding the Iraqi crisis can be examined through the lens of soft balancing - in order to prevent the war and minimize its negative effect on the region as well as its own interests. This article attempts to explain the relationship between foreign policy and foreign aid. The question of how Japan's Official Development Assistance (ODA) programme is related to Japan's foreign policy will be explored. The findings suggest that foreign aid has been used to promote Japan's national interests and national security since the 1950's. Although Japan has used ODA in order to prevent humanitarian violation and promote democracy, especially since the 1990's, the humanitarian aspect of ODA has remained secondary to concerns about national interests. Sosyal bilimlerde materyalizm ve idealizm tartışması, sosyal dünyayı oluşturan materyal ve düşünsel unsurlardan hangisinin aslî olduğuna ilişkin ontolojik bir tartışma üzerine kuruludur. Materyalizm, toplumun temelini oluşturan aslî unsurun “doğa” ve “materyal unsurlar” olduğunu öne sürerken, düşünsel unsurları her zaman ikinci plana itmiştir. Sözkonusu bakış açısı iki önemli soruyu zorunlu olarak gündeme getirmektedir.
