Persistent Low Wages In New Orleans’ Economic Resurgence: Policies For Improving Earnings For The Working Poor, Marla Nelson, Laura Wolf-Powers, Jessica Fisch

Despite New Orleans’ economic resurgence post-Katrina, many workers remain stuck in low-wage jobs. Nearly 60 percent of jobs in the region fail to pay high enough wages to cover the post-Katrina cost of living. In 40 census tracts in Orleans Parish, 80 percent or more of working residents are employed in low-wage jobs. Among the region’s low-earners, almost half commuted long distances to jobs outside of their home parish for work. In December 2012, a group of experts spanning disciplines and practice in the field of broadband policy met to discuss how the research community can better serve state and local policymakers and other stakeholders. This group of subject matter experts was convened to examine how best to measure the economic impact of state and national broadband deployment and capacity/adoption building efforts. The impetus for the symposium stemmed from the widespread view that there is a deficit of research, standards, and measurements to adequately inform the widely acknowledged view that broadband Internet is a driver of sustainable economic and community development. …

Knowledge commercialisation and commodification are important components of universities’ “Third Mission” to contribute to the development of their home regions by strengthening their engagement with the public, private, and third sectors. Entrepreneurship education programmes have tended to develop in parallel to such “entrepreneurial university” initiatives, rather than in intentional alignment with them. This is reflected in the research literature as well, where the analysis of the “entrepreneurial university” and studies of entrepreneurship education have little overlap. Applications using quasi-experimental comparison group designs in regional science and geography have increased substantially over the last three decades, inspired by the work of Andrew Isserman and colleagues in the 1980s and 1990s, robust literatures on quasi-experimental design in fields like education and psychology, a vast program evaluation literature, observational studies methodology in statistics, and the growing interest in experimental and non-experimental (natural) designs in empirical economics. This paper discusses the state of quasi-experimental comparison group research today, with a primary focus on studies in which regions—Census tracts, counties, cities, metropolitan areas, provinces, or states—are the units of analysis. Το παρόν άρθρο επιζητεί την σύντομη παρουσίαση της τουρκικής στρατηγικής κουλτούρας - ή κουλτούρας ασφάλειας - μέσα από την ανάλυση των αντιδράσεων της Τουρκίας απέναντι στις εξεγέρσεις του αραβικού κόσμου. Για την επίτευξη αυτού του σκοπού ορίζεται αρχικά η έννοια «στρατηγική κουλτούρα» και στη συνέχεια εξετάζονται στοιχεία και παράγοντες που επηρέασαν και επηρεάζουν την τουρκική εξωτερική πολιτική, περιφερειακή πολιτική και στρατηγική συμπεριφορά. Το θεωρητικό και ιστορικό πλαίσιο της τουρκικής στρατηγικής κουλτούρας θα εφαρμοστεί στην περίπτωση της πολιτικής της Τουρκίας απέναντι στις αραβικές εξεγέρσεις σε μια προσπάθεια επεξήγησης των κινήσεων της Άγκυρας και των παραγόντων που επηρεάζουν τις στρατηγικές της επιλογές.

This article analyzes the stages of the Syrian crisis’ escalation and the various Turkish reactions. Each stage of Turkey’s management of the crisis reveals certain features of its foreign policy. By examining its reactions throughout the crisis we can observe the gap between the capabilities and aspirations of Turkish foreign policy. The result is a “talking timeline of events” which shows that the Syrian crisis has been a “reality check” for Turkey.

Regional Industrial Structure And Agglomeration Economies: An Analysis Of Productivity In Three Manufacturing Industries, Joshua Drucker, Edward Feser

We investigate whether a more concentrated regional industrial structure – the dominance of a few large firms in a given industry in a region – limits agglomeration economies and ultimately diminishes the economic performance of firms in that industry, especially small ones. In an application to three industries using establishment-level production functions and a combination of confidential and publicly available data sources, we find a consistently negative and substantial direct productivity effect associated with regional industrial structure concentration and only mixed and relatively weak evidence that agglomeration economies are a mediating factor in that effect.

My Master’s thesis is among the few, if not the only work which examines in comparative perspective the public policies of Canada, USA and EU (EU level) in the field of highly skilled migration. I find that this type of migration is understudied, not supported by any of the migration-related organizations, most probably due to its business nature. The triple case study explores the Canadian federal points-based system and the Provincial Programs; the US Green Cards and the H-1B visas; and the EU directive concerning the Blue Cards. The recent changes in the Canadian immigration system have led to the development of other programs designed to attract highly skilled immigrants. Bill C-50 was implemented in order to reduce the immigration backlog and match supply with demand on the labour market. Whatever the scheme, there’s one particular group of immigrants whose entry into the country has been encouraged via numerous parallel initiatives – the one of international students. Their retention is strategic because they could be just what Canada needs – young people proficient in the official languages, with Canadian credentials and work experience.

Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Excessive levels of automobile driving are generally acknowledged to have several negative externalities that contribute to the lack of sustainability in current transport systems. Achieving a reduction in VMT inevitably requires the introduction of disincentives for driving. This has generally been lacking in the US, which has relatively low parking costs and taxes on fuel compared to its developed-world counterparts. However, starting immediately after the Hurricane Katrina disaster, fuel costs in the United States have increased dramatically relative to previous long-term price behavior. This paper argues there are two broad ways policymakers might use industry cluster concepts to inform the design of regional innovation policy. The first, and clearly dominant approach, is to view identified technology-based clusters as targets for growth strategies, i.e., to nurture the growth of selected groups of innovative industries and research strengths in a limited set of regions as a means of increasing levels of innovation economy-wide (termed the cluster building approach). The results of investments in transit and redevelopment vary widely across space. To better understand the investment and use connection, this research analyzes the spatial characteristics of modal choice and land-use locally rather than globally. The proportion of people around stations using transit is modeled as a function of environmental variables, spatial proximity to transit, and spatial autocorrelation among those variables by using geographically weighted regression (GWR) on data from St. Louis, Missouri. The analysis generated spatially variant regression coefficients and R-square values that suggest significant spatial variation in the influence of neighborhood factors on modal choice.

The emergence of ten U.S. megaregions—increasingly contiguous spaces of high density development and population capturing a high share of U.S. economic activity—raises the question of appropriate scales for local, state and federal policy and how regional planning as a practice can adapt to an extended and, in some cases, almost continuous economic integration over space (RPA, 2006). Notions of cities as functional economic areas, more or less distinct spaces that operate as independent economic units, are less and less tenable as the basis for planning and policy making.
