Conditional cash transfer programs have been widely deployed across the globe. They seek to bolster human capital by providing benefits contingent upon a variety of actions such as school attendance and regular health checkups. Bolsa Familia is the most extensive conditional cash transfer program, serving 46 million Brazilian citizens. Despite its expansive size, there have been seldom large-scale micro evaluations of the program. Limited data has resulted in small sample sizes drawn from a single point in time. Since the Jasmine Revolution of 2011, Tunisia’s youth unemployment crisis has worsened. As of 2020, it has the tenth highest youth unemployment rate in the world at 36.5%. Experts have long identified this as the main challenge to overcoming Tunisia’s economic woes, and reform – from the education and vocational training systems on the supply-side to the job market on the demand-side – must follow the democratic gains achieved since 2011. The failed approach in reducing regional inequality under Ben Ali had an adverse effect, creating unemployment disparities between Tunisia’s affluent coastal cities and its poorer interior regions. This study analyses government capital and recurrent spending outlays on sectors (education, health, defense agriculture and transport and communication) believed to be critical to the growth of the economy, for the period 1980 to 2014. The Error Correction Method was adopted to analyze the short-run impact of each spending division on the prosperity of the economy. The disaggregation into capital and recurrent expenditure was done to gauge the impact each has economic growth. This Article analyzes the development and dissemination of environmentally sound technologies that can address climate change. Climate change poses catastrophic health and security risks on a global scale. Universities, individual innovators, private firms, civil society, governments, and the United Nations can unite in the common goal to address climate change. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development. In particular, universities can facilitate this collaboration by fostering global innovation and diffusion networks.
