The U.S. faces tremendous short-term policy uncertainty, including about $5.4 trillion in tax increases over the next decade. These changes are set to take effect on January 1, 2013. It is unlikely that these changes will fully materialize, but what will happen is anyone’s guess. Over the long term, uncertainty also looms large since the U.S. federal tax system is expected to bring in far less revenue than Congress is projected to spend. In this paper, we detail the tax policy uncertainty that the U.S. faces and the economic literature to assess how this uncertainty may be affecting the economy. …

School Competition And Teacher Labor Markets: Evidence From Charter School Entry In North Carolina, Clement (Kirabo) Jackson

I analyze changes in teacher turnover, hiring, effectiveness, and salaries at traditional public schools after the opening of a nearby charter school. While I find small effects on turnover overall, difficult to staff schools (low-income, high-minority share) hired fewer new teachers and experienced small declines in teacher quality. I also find evidence of a demand side response where schools increased teacher compensation to better retain quality teachers. The results are robust across a variety of alternate specifications to account for non-random charter entry.

This paper first describes in a relatively nontechnical fashion several econometric techniques that the authors believe should be useful to industrial relations researchers. Those techniques are then applied to an analysis of whether public sector impasse procedures create a "narcotic effect," that is, a tendency for the bargaining parties, once they use the procedures, to become increasingly reliant on them in future negotiations. The authors reanalyze data from Thomas Kochan and Joan Baderschneider’s study of the impasse experience of police and firefighters under New York State’s Taylor Law during the 1968-76 period and find that while a narcotic effect did …

What is the basis and direction of relationship between income inequality and economic growth? The equity versus efficiency dictum which predicts a positive relationship between inequality, capital formation, and real GDP growth—emphasizes the importance of economic incentives. Subsequently, this was challenged by the incomplete markets and political outcomes theories, because of increasing empirical evidence of an inverse relationship between income inequality and economic growth. This study investigates the casual relationship between economic development and formation of human capital in Pakistan. Based on endogenous growth theory, this study empirically tests the standard growth model consisting of gross domestic product (GDP) per capita as a dependent variable and human capital formation, investment in physical capital and labor force as independent variables. Autoregressive distributive lag (ARDL) bound testing approach to cointegration is used to check the long-run equilibrium relationship between the variables included in the model. This study aims to investigate the role that various socioeconomic factors like female education, urbanization and female labour force participation play in determining fertility of women in Pakistan. ARDL bound test approach to cointegration is used to analyze the long-run relationship of the variables by using the data for the period from 1980 to 2009. The empirical results show that there exists a long-run as well as short-run relationship between fertility and urbanization, female labour force participation and female education in Pakistan. Single-Sex Schools, Student Achievement, And Course Selection: Evidence From Rule-Based Student Assignments In Trinidad And Tobago, C. Kirabo Jackson

Existing studies on single-sex schooling suffer from biases because students who attend single-sex schools differ in unmeasured ways from those who do not. In Trinidad and Tobago students are assigned to secondary schools based on an algorithm allowing one to address self-selection bias and estimate the causal effect of attending a single-sex school versus a similar coeducational school. While students (particularly females) with strong expressed preferences for single-sex schools benefit, most students perform no better at single-sex schools. Girls at single-sex-schools take fewer sciences courses and more traditionally female subjects.

The purpose of this paper is to empirically investigate the impact of exchange rate and domestic price on export trade in Nigeria. Firstly, based on the literature review and findings of the study in the area, the paper aligned itself within the premise of the traditionalist view which concludes that non-oil export trade in Nigeria is predicated by currency depreciation via lower export prices. This paper investigates the relationship between technology and the export performance of small, locally-owned firms in the Jamaican economy. The literature argues that technology is an important variable in influencing the export performance of small firms given its technological ability to generate competitive advantage for the firm. However, the results from empirical studies are not always consistent. To investigate this issue, the paper uses survey data collected through face-to-face interviews of 92 exporters and non-exporters to estimate a logistic regression model of the firm’s export behavior. Impact Of Work Values And Individual Attributes On Citizenship And Task Performance: A Test In A Developing Country Context, Anil Chadrakumara

This study examined the impact of work values and individual characteristics on organizational citizenship behavior (OCB) and task performance (TP). Based on the arguments of Social Capital Theory, a theoretical foundation was developed to use work values as antecedents of OCB. Analyzing 416 responses from Sri Lankan manufacturing sector employees, it was found that gender and employment category were related to citizenship performance, while level of education was related to task performance. More importantly, the impact of work values (work norms, work ethics, and intrinsic values) on OCB was found to be more significant than that of demographic factors. Overall, …

This article synthesizes the research literature on how to ensure that the teaching workforce is effective. It offers three approaches to improving effectiveness: attract talented individuals into the profession, create incentives for exerting optimal effort, and provide professional development so that teachers have the skills to be effective. The research literature reveals that each approach can yield meaningfully improved student outcomes and that no one strategy is clearly more effective. The policy implication of these findings is that a multifaceted approach would improve teacher effectiveness and student outcomes.
