Veterans In Workforce Development: Participation And Labor Market Outcomes, Colleen Chrisinger

This paper compares the employment status and earnings of veterans and nonveterans following their receipt of public workforce development services in Washington State during the years 2002–2012. It also describes workforce program participation patterns for veterans and nonveterans to determine if veterans have equal or prioritized access to key programs, where prioritization is required by law. Based on tabulations and propensity score weighted regressions using administrative data, the results indicate slightly lower levels of participation by veterans than nonveterans in two major workforce programs (Wagner-Peyser and the Workforce Investment Act Adult program), and high participation in veteran-specific programs (Disabled Veterans …

While it is generally argued that a stronger labor market is negatively associated with crime, there exists a “consensus of doubt” around the relationship between employment and crime. This paper examines the impact of the rise of female labor participation in manufacturing on various types of crimes in Mexico from 1998 to 2012. A fixed effects specification and an instrumental variable approach with regional and time fixed effects are employed to compare the crime rates in municipalities that were heavily exposed to local factory openings to municipalities that did not receive a labor shock of the same magnitude. Technological progress has significantly changed the inputs and production processes utilized by firms. Such shifts have led to warnings throughout the past few decades that substantial numbers of jobs, particularly things belonging to the middle class, would be eliminated and replaced by technology. This paper examines the validity of this argument by estimating the impact of technology investment on local labor markets during that period. I find evidence for a positive, rather than negative, relationship between technology and employment. Furthermore, my estimates suggest there exists a complementary relationship between technology investment and growth in labor opportunities, rather than a substitution …

This dissertation investigates food safety regulations and international trade of agricultural products dividing into three aspects: the signalling effect from U.S. strict food safety regulations on U.S. vegetable exports, political determinants of sanitary and photosanitary non-tariff barriers, and the impact of trade barriers on employment in developing countries. In chapter 2, we investigate the impact of high U.S. maximum residue limit (MRL) standards on U.S vegetable exports to 102 countries utilizing the hierarchical model. MRL, which is one of non-tariff barriers with respect to food safety, is applied to home and foreign countries at the same time. Thus, firms in …
