Professor Charles Ballard of Michigan State University delivered the lecture “The Fall and Rise of Income Equality in the United States” Sept. 27, 2017 as part of the Werner Sichel Lecture Series at Western Michigan University. Ballard detailed the “Great Convergence” of income equality in the United States that grew out of policies of the 1930s and 1940s and a “Great Divergence” of inequality starting about 1980. Ballard called this income gap, which is now greater than during the Gilded Age, “the largest economic phenomenon of our lifetimes.”

Do Recessions Accelerate Routine-Biased Technological Change? Evidence From Vacancy Postings, Brad J. Hershbein, Lisa B. Kahn

We show that skill requirements in job vacancy postings differentially increased in MSAs that were hit hard by the Great Recession, relative to less hard-hit areas, and that these differences across MSAs persist through the end of 2015. The increases are prevalent within occupations, more pronounced in the non-traded sector, driven by both within-firm upskilling and substitution from older to newer firms, accompanied by increases in capital stock, and are evident in realized employment. We argue that this evidence reflects the restructuring of production toward more skilled workers and routine-labor saving technologies, and that the Great Recession accelerated this process.

Maxwell presents the results of a survey of 405 employers, which queried them about jobs requiring no more than a high school education and no more than one year of work experience. These data allow her to establish the link between skills and low-skilled jobs and to reveal the current state of the labor market facing low-skilled workers. The data also highlights the knowledge and skills that employers require in low-skilled jobs and the abilities that individuals who apply for those jobs bring to the table.

This book provides a broad overview of federally funded job training programs as they exist today. The notable list of contributors review what training consists of and how training programs are implemented under WIA. In particular, they examine training service providers and methods of delivering training services, including the use of individual training accounts and eligible training provider lists. Performance management under WIA is examined, as well as the effectiveness of training programs. This paper discusses the role of public policy in the skills development system of the U.S. It further examines the implications of that policy for the skill development and career progression of black workers. The paper describes the current "system" for skills development in the United States as a two- tiered system: The "first-chance" or conventional system allows individuals to proceed through an extensive public elementary, secondary, and postsecondary educational sector that is supplemented by private educational institutions and is followed by employer-provided job training and work experience. Siegel provides evidence that technology adoption is associated with downsizing, skill upgrading, greater employee empowerment, and a widening wage gap. Unlike previous studies that use industry-level data, Siegel collected firm-level data on technology usage and labor composition which enable him to link the magnitude of labor market outcomes for six classes of workers to the types of technologies implemented.

The Survey of Employer Training Needs in Hawaii was undertaken to gather information and data on the needs and preferences of employers in Hawaii regarding government assistance with training. The need for such information was created by passage of Act 68, Session Laws of Hawaii 1991, which created the Hawaii Employment and Training Fund "to assist employers and workers through innovative programs to include, but not be limited to, business-specific training, upgrade training, new occupational skills, management skills, and support services to improve the long-term employability of Hawaii's people."
