ONCE upon a time, the Philippines was praised for its relatively well-educated labor force. Not anymore. The situation seems to have reversed: policymakers and commentators single out education as one of the primary causes for the country’s poor performance (lack of competitiveness) and the unemployability of many of its workers.

To put the discussion in the correct context, I will start by arguing that the relevant measure of progress for a developing nation like the Philippines is productivity. Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. This article describes the collaborative efforts of various state and national agencies working together to recruit and retain agriculture teachers in the states of Kentucky, South Carolina, and Ohio. We contrast multiple measures of recruitment and retention in these states with those from the comparator states of Arkansas, West Virginia, and Alabama. The strategies outlined market to new agriculture teachers and maintain current teachers in the profession targeting work-life balance, emotional, physical and social health. In a sample of Canadian Ph.D.’s, Warman and Worswick (2010) report that forty-two percent obtained their degree at thirty-four years of age or older. One implication is that those starting their academic career vary in age. As a result, academic labor markets provide a somewhat unique way to investigate the outcomes of workers of different age with similar work experience. This study uses a national sample of over 9,000 faculty to look at the relationship between age at the time a person earns their degree and income. What Factors Drive Individual Misperceptions Of The Returns To Schooling In Tanzania? Some Lessons For Education Policy, Plamen Nikolov, Nursat Jimi

Evidence on educational returns and the factors that determine the demand for schooling in developing countries is extremely scarce. Building on previous studies that show individuals underestimating the returns to schooling, we use two surveys from Tanzania to estimate both the actual and perceived schooling returns and subsequently examine what factors drive individual misperceptions regarding actual returns. Using ordinary least squares and instrumental variable methods, we find that each additional year of schooling in Tanzania increases earnings, on average, by 9 to 11 percent. Vocational Training Programs And Youth Labor Market Outcomes: Evidence From Nepal, S Chakravarty, M Lundberg, Plamen Nikolov, J Zenker

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). Are Teacher Pensions "Hazardous" For Schools?, Patten Priestley Mahler

I use a detailed panel of data and a unique modeling specification to explore how public schoolteachers respond to the incentives embedded in North Carolina’s retirement system. Like most public-sector retirement plans, North Carolina’s teacher pension implicitly encourages teachers to continue working until they are eligible for their pension benefits, and then leave soon afterward. I find that teachers with higher levels of quality, as measured by a teacher’s value-added to her students’ achievement test scores, are more responsive to the “pull” of teacher pensions. Students often wonder what curricular, co-curricular, and extra-curricular activities contribute to initial starting salary. Previous studies on this topic have indicated that the factors GPA, major/field of study, gender, and having an internship all increase starting salary. Prior research showed a positive and significant relationship between GPA and starting salary (Jones and Jackson, 1990), fields that require mathematical abilities had higher starting salaries in comparison to those fields without quantitative abilities (Paglin and Rufolo, 1990), 95% of the gender gap in starting salaries with women earning less than men could be attributed to college majors selected (McDonald and Thorton, 2007), …

This paper examines linkages between disability and health status and the returns to education and basic skills training. It bases analyses on two separate data sources: wave 3 from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the 1992 National Adult Literacy Survey (NALS). The data sets have been used to estimate standard wage equations with education and basic skills training among the independent variables. The NALS data set allows us to control for prose, quantitative, and document literacy. The wage equations rely on Heckit corrections for labor force participation, and we stratify by sex. …
